Chandigarh: Punjab Chief Minister Bhagwant Mann and Aam Aadmi Party (AAP) supremo Arvind Kejriwal launched the ‘Mukhyamantri Sehat Bima Yojana’ in Chandigarh on Tuesday, under which every resident of Punjab will get free treatment up to Rs 10 lakh.

Health cards under the scheme will be issued from October 2, for which people will need to carry only their Aadhaar or voter card. Mann said that major hospitals are included in the scheme and urged people not to worry.

“Earlier, people were stuck in the blue-yellow card system. We have decided that any resident of Punjab will get treatment,” he said.

Health Minister Balbir Singh said the scheme would prove to be a boon for the people of Punjab. “After the implementation of this scheme, any person facing health-related issues will just need to visit the hospital with their Aadhaar card to get treatment,” he said.

The leaders added that the health model being implemented in Punjab is also drawing attention internationally, with the New York mayoral election reportedly being contested on a similar model of governance as that of Kejriwal and Mann.

PUNJAB GOVERNMENT TO BRING RESOLUTION IN ENSUING ASSEMBLY SESSION TO VEHEMENTLY OPPOSE THE MOVE TO DEPLOY CISF

APPROVES CREATION OF 3600 POSTS OF SPECIAL EDUCATOR TEACHERS AT PRIMARY AND SECONDARY LEVEL

    Chandigarh, July 7-

In a significant decision, the Punjab Cabinet led by the Chief Minister Bhagwant Singh Mann on Monday decided to withdraw the decision of the Congress government to deploy the Central Industrial Security Force (CISF) at Bhakra Dam.

A decision to this effect was taken in a meeting of the Council of Ministers held here under the chairmanship of the Chief Minister at his office in the Punjab Civil Secretariat I.

Disclosing this here today a spokesperson of the Chief Minister’s Office said that the Cabinet bemoaned that the Congress government had arbitrarily given the nod to deploy CISF on Bhakra Dam through its decision on July 23, 2021. This anti-state stance was a sheer humiliation for the state as the Punjab Police was fully capable of guarding the dams. Turning the tables, the state Cabinet today withdrew this decision in the larger interests of the state adding that a resolution against the move to deploy CISF at Bhakra Dam will be passed in the ensuing session of the state assembly.

The Cabinet vehemently opposed the decision to deploy the outsourced CISF at the Dam adding that the state government will not pay a single penny for deployment of this force. It was opined that previous Congress government had jeopardized the interests of the state by giving this consent to deploy the force whereas Punjab Police has a glorious legacy of safeguarding the border state. The Cabinet wondered that when the well equipped Punjab Police can deftly maintain law and order in the state, where was the need to allow CISF to secure the dams.

GREEN SIGNAL TO PUNJAB PREVENTION OF CRUELTY TO ANIMALS (PUNJAB AMENDMENT) ACT 2025 AND THE PUNJAB PREVENTION OF CRUELTY TO ANIMALS (CONDUCT OF BULLOCK CART RACE) RULES, 2025

So, to regulate the animal sports events in the State of Punjab, “The Punjab Prevention of Cruelty to Animals (Conduct of Kila Raipur Rural Sports Event and Fair) Rules, 2025” has been approved. The main objectives of these rules are safety measures for animals taking part in sports with adequate animal veterinary supervision, safety standards, registration/ documentation and penalty for violations. This will also help saving indigenous cattle breeds of Punjab besides promoting the traditional sports in the villages.

APPROVES CREATION OF 3600 POSTS OF SPECIAL EDUCATOR TEACHERS AT PRIMARY AND SECONDARY LEVEL

The Cabinet also gave nod for creation of 3600 posts of Special Educator Teachers at Primary and Secondary level. As per the advice of the Finance Department and Personnel Department, it will help the Department/ Government to get relief from the legal complications that have been persisting for a long time. Similarly, this will also secure the future of these 22 employees working in the institute.

GIVES CONSENT TO INTRODUCE OTS BY AMENDING PUNJAB STATE DEVELOPMENT TAX ACT 2018

The Cabinet also gave consent to amend the Punjab State Development Act 2018 by defining the term Salary in the Act. This move will widen the tax base and ensure the comprehensive coverage of taxpayers across the state. Against the monthly tax liability of Rs 200 of the Taxpayer, he will be given one more option to opt for Lump Sum payment of tax Rs 2200 for the full financial year by April 30th of the new financial year.

  • Global Sikh Council condemns Takht Patna Sahib’s religious overreach

Global Sikh Council condemns Takht Patna Sahib’s religious overreach

Reaffirms Akal Takht as sole Panthic religious authority

Punjab E News: The Global Sikh Council (GSC), representing Sikh institutions worldwide, has strongly condemned the unilateral declaration by five Granthis of Takht Sri Harmandir Sahib, Patna Sahib, branding Sukhbir Singh Badal, president of the Shiromani Akali Dal (SAD) as Tankhaiya (guilty of religious misconduct). The GSC has termed this calculated and instigated move a blatant violation of Sikh Maryada, a breach of Panthic protocol and an instigated and direct challenge to the authority and primacy of Sri Akal Takht Sahib, which is the only temporal seat empowered to adjudicate Panth-wide matters.

In a statement issued here today, the GSC President Dr Kanwaljit Kaur added that regional Takhats – because of their regional jurisdiction and considerable state control on their operations and policy – cannot have anything other than regional jurisdiction over local issues. Sukhbir Singh is not a resident of Patna or Bihar and the alleged allegations against him are not of a regional but national nature. So, he, his party and his actions are clearly outside the jurisdiction of this regional Takhat, she added.

Dr Kanwarjit Kaur emphasized that Sri Akal Takht Sahib, holds exclusive jurisdiction over Panthic decisions and is supreme its history goes to a period that supersedes that of the other 4 Takhats. In contrast, there is a hierarchy amongst the Takhats as regional Takhts including Patna Sahib, Hazur Sahib, Kesgarh Sahib and Damdama Sahib Sahib were institutionalised later by the Shiromani Gurdwara Parbandhak Committee (SGPC) to oversee local religious affairs. The other 4 Takhats were set up later – in the 17th century, the early 18th century and one in 1966. They were four in count till 1966 and then increased to five.

She added that this position was reaffirmed in the 2003 Gurmatta by the Panj Singh Sahibaan (Five Takht Jathedars), which declared that only Sri Akal Takhat Sahib could issue Hukamnamas on Panthic issues. Afterwards, another edict from Sri Akal Takhat Sahib Jathedar Giani Gurbachan Singh in 2015 further clarified that no regional Takhat may contradict or override its authority. Hence, no other regional Takht or its granthis are empowered to issue Hukamnamas or Adesh on entire community-wide issues, she said.

The Council reiterated that regional Takhts have to function in coordination with and under the leadership of Sri Akal Takht Sahib, which remains the central institution of Sikh governance and unity under the ‘Panj Pardhani’ system. Dr Kanwarjit Kaur said, “It is tragic that a revered Takht like Patna Sahib is being exploited by political proxies to fragment Sikh unity and bypass established religious conventions at their behest. The 1986 Sarbat Khalsa and subsequent Akal Takhat edicts have repeatedly stressed that no individual or institution can usurp the collective will of the Khalsa Panth.”

The GSC President emphasized that the ultimate function of Takhats is to unify the Panth and act in harmony with Akal Takhat and each other. Any Takhat issuing commands (Hukumnamas or Adesh) on its own declaring other Sikhs as Tankhaiya do not serve such a purpose. Such actions pit one Takhat against another, cause dissension within the SIkh panth and eventually erode the respect and sanctity of the Takhats, she added.

The GSC urged all Sikh institutions and sangat to recognise only Akal Takht’s supremacy and asked the SGPC to take action against erring committee members who are undermining Sikh sovereignty.

Moreover, the GSC has told the Patna Sahib committee to introspect and retract its unlawful decree and submit to Panthic discipline. The GSC has also condemned earlier statements by the Patna Sahib representatives who openly rejected Akal Takht’s authority. “Weakening Akal Takht’s authority and centrality is anti-Gurmat, anti-Panthak and a betrayal of Guru Hargobind Singh Ji’s vision of Miri-Piri unity besides a disservice to the collective spirit of Khalsa,” warned Kanwarjit Kaur.

Punjab government to modernise 166 cities, sewage treatment plants planned across state
