    HS Phoolka joins BJP, targets AAP over governance in Punjab

    New Delhi: Senior advocate HS Phoolka, known for his long legal battle for justice for victims of the 1984 anti-Sikh riots, joined the Bharatiya Janata Party (BJP) in Delhi on Wednesday.

    He was welcomed into the party by Union Minister Hardeep Singh Puri, Tarun Chugh and other senior BJP leaders.

    After joining the BJP, Phoolka criticised the Aam Aadmi Party (AAP), alleging a gap between its claims and actions. He said he had earlier been associated with the party during the Anna Hazare movement but distanced himself later after observing its functioning.

    Phoolka also raised concerns over the law and order situation in Punjab, claiming that issues such as drug abuse and farmers’ problems remain unresolved.

    He expressed confidence that significant pro-people decisions would be taken if the BJP comes to power in Punjab.

    Punjab E News (1st April 2026): Punjab Finance Minister Advocate Harpal Singh Cheema, under the ongoing ‘Rozgar Kranti’ initiative led by Chief Minister Bhagwant Singh Mann, handed over appointment letters to newly recruited youth at a formal ceremony, further strengthening the Punjab Government’s efforts to generate employment. Eleven candidates were inducted as Junior Auditors in the office of Examiner, Local Fund Accounts, reinforcing the Finance Department with fresh talent selected through a transparent process.

    Congratulating the newly appointed officials, the Finance Minister emphasised the importance of integrity and responsibility in public service. He stated, “I extend my warmest congratulations to all the newly appointed youth and urge them to discharge their administrative duties with utmost dedication, transparency, and absolute honesty. Your integrity is paramount to maintaining the financial health and accountability of the state’s public institutions.”

    Highlighting the credibility of the recruitment process, Finance Minister Harpal Singh Cheema noted that the entire exercise was conducted strictly on merit through the Punjab Public Service Commission (PPSC). He stated, “This recruitment drive has been carried out purely on the basis of merit through the Punjab Public Service Commission. I am confident that this infusion of fresh, qualified talent will significantly enhance the operational efficiency and overall productivity of the Examiner, Local Fund Accounts wing within the Finance Department.”

    Reaffirming the Bhagwant Mann Government’s commitment to employment generation, he underlined the scale of progress achieved so far under the leadership of Chief Minister Bhagwant Singh Mann.     Punjab E News (April 1): Strengthening last-mile healthcare access, the Punjab Government under the leadership of Chief Minister Bhagwant Singh Mann has activated its extensive ASHA (Accredited Social Health Activity) workers’ network to accelerate enrolments under the Mukh Mantri Sehat Yojna (MMSY), with over 19,000 ASHA workers and 900 facilitators now driving registrations across villages in Punjab.

    ASHA workers are playing a critical role in expanding the reach of the scheme at the grassroots level. Each worker is assigned a population of nearly 1,000 residents, covering around 250 households, where they are conducting door-to-door outreach, creating awareness about the scheme, and accompanying families for enrolment at Seva Kendras and Common Service Centres. This approach ensures that awareness reaches households directly, especially in rural areas, while also guiding families through the enrolment process so that registration and verification are completed smoothly without delays or confusion.

    The impact of this sustained on-ground mobilisation is already visible, with ASHA-led efforts contributing to nearly 10 lakh enrolments in the past 20 days alone, significantly strengthening the pace at which residents across Punjab are being brought under health coverage. To sustain this momentum, the ASHA-led model is supported through a structured incentive system, with workers being incentivised for successful enrolments, ensuring accountability and consistent outreach across regions.

    Emphasising the intent behind the initiative, Punjab Minister of Health and Family Welfare Dr. Balbir Singh said, “CM Bhagwant Singh Mann has made it clear that in Punjab, no family should have to suffer because they cannot afford treatment. Our ASHA workers are taking this promise to people’s homes, ensuring that every family is aware and able to enrol. This is not just a scheme on paper, it is a guarantee we are delivering directly to people, one household at a time.”

    The scale of the Mukh Mantri Sehat Yojna continues to expand across Punjab, with nearly 50,000 residents enrolling every day and over 35 lakh Sehat Cards already issued. Districts such as Ludhiana, Patiala, and Jalandhar continue to lead enrolments at scale, reflecting strong participation across both urban and rural areas.

    Beyond enrollment, the scheme is actively delivering healthcare outcomes. So far, over 2 lakh treatments worth ₹300 crore have been carried out, including more than 40,000 surgical procedures across cardiac care, dialysis, orthopaedics, cancer treatment, and emergency interventions. This is backed by a ₹2,000 crore allocation in the Punjab Budget 2026-27 to further expand the scheme’s reach.

    With camps, centres, and door-to-door mobilisation working together, the Punjab Government continues to encourage residents to enrol for their Sehat Card and avail cashless treatment benefits under the Mukh Mantri Sehat Yojna.

    Punjab E News (31 March 2026): The Aam Aadmi Party (AAP) has stepped up its outreach under the ‘Shandaar 4 Saal, Bhagwant Mann De Naal’ campaign, with its youth wing announcing a statewide mobilisation drive to take the Punjab Government’s work directly to people across villages and urban wards.

    Addressing a press conference, Chairman Punjab Youth Development Board and Acting President of AAP Punjab Youth Wing Parminder Singh Goldy said, “The AAP’s youth wing will actively participate in the ongoing ‘Shandaar 4 Saal, Bhagwant Mann De Naal’ campaign and take the achievements of the Punjab Government to every village and ward across Punjab.”

    He noted that under the leadership of Punjab CM Bhagwant Singh Mann, the government has delivered historic work over the past four years, particularly in the youth and education sectors. “Under the leadership of CM Bhagwant Singh Mann, the AAP Government has delivered historic work in the last four years, particularly for the youth and education sector,” he said, adding, “The youth wing will organise ‘nukkad sabhas’ and meetings across Punjab to directly connect with people and highlight these achievements.”

    Highlighting the government’s focus on employment, Parminder Singh Goldy said, “The youth wing will inform people about the transformative steps taken by the Mann Government, especially for the empowerment of young people.” He emphasised, “The government has fulfilled its promise of providing employment based on merit, and around 65,000 government jobs have been given to the youth in a transparent manner. These jobs have not only supported individuals but also provided stability and hope to thousands of families.”

    He further underlined the growth in private sector opportunities, stating, “The government has also generated more than five lakh private sector job opportunities by bringing investments and major industrial projects to Punjab.” He added that these developments have “reignited confidence among the youth and encouraged them to pursue education and career opportunities within Punjab.”

    On education reforms, Parminder Singh Goldy said, “Government schools in Punjab are witnessing a major transformation with modern infrastructure and advanced teaching methods.” He added, “Entrepreneurship programs are being introduced at the school level to equip students with skills to become job creators rather than job seekers.” He further noted, “Teachers and principals are being sent abroad for training to countries like Singapore and Finland to bring global best practices to Punjab’s education system.”

    Referring to the campaign against drugs, he said, “The Mann Government has taken strict action under its ‘Yudh Nashean Virudh’ initiative, leading to the arrest of thousands of drug smugglers. This sends a strong message that illegal activities will not be tolerated in Punjab.”

    He also highlighted the government’s push for sports development, stating, “Large-scale development of playgrounds, indoor gyms, and sports infrastructure is underway across Punjab.” He added, “Youth clubs are being strengthened and provided with sports kits to engage young people in positive activities and channel their energy towards nation-building.”

    Chandigarh News (March 31): In a landmark step towards universal healthcare, the Punjab Government has become the first in India to offer ₹10 lakh annual cashless health coverage to every household under the Mukh Mantri Sehat Yojna, doubling the ₹5 lakh cover provided under the PM-JAY scheme and expanding eligibility to all residents.

    In a major milestone, the state has already completed over 30 lakh Sehat Card enrolments, extending assured coverage to nearly half of Punjab’s population. The scale of enrolment reflects strong adoption across both urban and rural regions, with families actively registering to access benefits.

    Reinforcing this commitment, the Bhagwant Mann Government has allocated ₹2,000 crore to the scheme in the Punjab Budget 2026–27, positioning healthcare as a central pillar of its governance model.

    Highlighting this transformation under the leadership by CM Bhagwant Singh Mann, Health Minister Dr Balbir Singh said, “With over 30 lakhs Sehat Cards already enrolled, Punjab is setting a new benchmark in public healthcare by ensuring to be the first state in India that is providing universal, cashless treatment of up to ₹10 lakh for every family. This is not only easing any financial barriers but also guaranteeing dignity, access, and timely care for every resident.”

    This rapid expansion has been driven by extensive on-ground mobilisation through Sehat camps across villages, mandis, schools, colleges, hospitals, factories, and community spaces. Continuous enrolment at Seva Kendras and Common Service Centres, supported by door-to-door outreach, has ensured accessibility across income groups and geographies.

    As coverage expands, utilisation trends underline the scheme’s real-world impact. Frequently availed treatments include dialysis, cardiac procedures such as angioplasty, orthopaedic surgeries like knee replacements, cancer care, and emergency interventions including accident and animal bite cases.

    The scheme’s reach spans generations and critical conditions. In Sri Muktsar Sahib, a 1-year-old child received timely pneumonia treatment, while in Moga, a 98-year-old woman accessed chemotherapy-related care. In another case, Sukhwinder Kaur from Manikpur underwent urgent stent placement for a serious heart condition, with costs estimated at ₹3–4 lakh, all covered under the scheme.

    In each instance, treatment began without delay, demonstrating how the Sehat Card is enabling immediate, cashless care across age groups and medical needs.

    With over 900 empanelled government and private hospitals and more than 2,300 treatment packages, beneficiaries are increasingly accessing quality healthcare closer to home. So far, nearly 2 lakh treatments worth over ₹300 crore have been delivered under the scheme, including over 43,000 surgical procedures.

    As enrolment continues to expand towards the target of 65 lakh families, the Mukh Mantri Sehat Yojna is emerging as a cornerstone of Punjab’s healthcare framework, setting a national benchmark in both scale and scope of public health coverage.

Warring spoke on the phone with Sukhu to convey his gratitude.

    “I express my profound gratitude to the Hon Chief Minister of Himachal Pradesh Shri Sukhvider Sukhu Ji for conceding to our request to revert the entry tax for outside vehicles, including those from Punjab, to the previous rate”, he said on ‘X’.
    In other major relief to the residents of the border areas of the two states, those living within the five km radius of the state border will get free entry to the state, Warring said, adding that the HP CM told him that these passes can be issued by the respective SDMs/Tehsildars in the two states for all those living within the five km belt.

    Chandigarh: Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Tuesday announced the rollback of the recent hike in vehicle entry tax in border areas following protests by locals and transport unions.

    As per the revised rates, vehicles with up to five seats will now pay ₹70, while those with 6–12 seats will continue to pay ₹110 as per earlier rates.

    The government had earlier proposed increasing the tax to ₹130 for both categories, which triggered widespread opposition.

    Residents living within a 5-km radius of toll points will be issued special passes to ease their movement.

    The Chief Minister said there was deliberate confusion being spread over the issue and maintained that the hike was minimal for most vehicle categories. However, he added that the decision to roll back was taken keeping public sentiment in mind.

    The move is expected to benefit daily commuters and traders from neighbouring states, especially Punjab and Haryana, who frequently travel to Himachal Pradesh.

    The proposed hike had raised concerns about its impact on tourism and transportation of goods in border areas, leading to protests by taxi unions and local businesses.

    Sukhu assured that the government is committed to protecting public interest and said the process to issue special passes for local residents will begin soon to prevent any additional financial burden.

    Jalandhar News (March 31):  Election Commissioner of India Dr. S.S. Sandhu today carried out a detailed review of the progress of Pre-SIR mapping here.

    Chairing a meeting at the District Administrative Complex here with Deputy Commissioner-cum-District Election Officer Jalandhar Dr. Himanshu Aggarwal, Deputy Commissioner-cum-District Election Officer Kapurthala Amit Kumar Panchal and EROs of both districts, the Election Commissioner said that the Election Commission of India is working on a war footing to make electoral rolls accurate and error-free.

    Reviewing the ongoing Pre-SIR mapping in Jalandhar and Kapurthala districts, he directed officials to speed up the process. He asked officials to review the Pre-SIR mapping on a daily basis so that any delay or deficiency can be addressed immediately. He also directed them to pay special attention to polling booths with low mapping.

    While reviewing the Pre-SIR mapping assembly constituency-wise, he also discussed the challenges related to mapping and their possible solutions. He directed the EROs to complete this important work on a priority basis.

    Besides this, he said that BLOs with low performance should be contacted and motivated so that the pace of mapping can be increased and the prescribed target can be achieved.

    The Election Commissioner said that Punjab is known for its courage, determination and enterprising spirit. He expressed hope that the state would also emerge as a leader in the work of Pre-SIR mapping.

    Punjab Chief Electoral Officer Anindita Mitra informed that under the Pre-SIR activity in the state, 72.26 percent of the total voters have already been successfully mapped. She said that Pre-SIR mapping is being reviewed regularly and district election officers have also been asked to ensure polling booth-wise monitoring.

    Earlier, Election Commissioner of India Dr. S.S. Sandhu was accorded a Guard of Honour at the local District Administrative Complex.

    Additional Deputy Commissioner (Urban Development) Jasbir Singh, Additional Deputy Commissioner (General) Amaninder Kaur, besides EROs of Jalandhar and Kapurthala districts, were also present on the occasion.

    CM Bhagwant Singh Mann accelerates Nangal’s growth with inauguration of development works worth crores

    Nangal News (31 March 2026): Amid an aggressive push to transform Nangal into a hub of modern infrastructure, skill development and tourism, Punjab Chief Minister Bhagwant Singh Mann rolled out a ₹75 crore development package, anchored by North India’s first Glass Bridge, a ₹23 crore Centre of Excellence named after Kargil martyr Captain Amol Kalia, and major upgrades in education infrastructure.

    Declaring these initiatives as a decisive break from years of stagnation, the Chief Minister outlined a governance model that combines industry-aligned skill training in cutting-edge fields such as Robotics, Electric Vehicles, Solar Technology and Drone Training, expanded access to technical education including for women, and large-scale water augmentation equivalent to the Bhakra Canal to strengthen Punjab’s agrarian backbone.

    Positioning the development push alongside a political contrast, CM Bhagwant Singh Mann asserted that those who presided over the rise of the drug trade and weakened Punjab’s social fabric can never be forgiven, stating that the people of the state have moved decisively towards a model of honest governance focused on jobs, education and infrastructure.

    After dedicating development works worth ₹75 crore to the people, Punjab CM Bhagwant Singh Mann stated, “The Akalis should be booked for the genocide of generations as the drug trade was patronised by them and flourished during their long misrule. The hands of these leaders are drenched with the blood of millions of youth who fell prey to drugs supplied in the state in their official vehicles. These sins are unpardonable and they can never be forgiven by the people for their long saga of misdeeds.”

    Coming down heavily on the Akali leadership, CM Bhagwant Singh Mann asserted, “These are opportunist leaders who change their colours and stance like a chameleon as per their convenience and vested political interests. They have long fooled people by calling themselves farmers, but can they explain how any food grower acquires a huge fleet of buses and a lavish hotel in Gurgaon? All this has been accumulated by selling the interests of the state and its people for their vested political gains.”

    The Punjab CM continued, “Sukhbir Singh Badal has lost his base among the masses and paid workers are being used to show crowds in rallies. In every Akali rally, the same crowd is present. Baffled by the unprecedented work done by the state government, he is making baseless and irrational statements. On the basis of such statements, the former Deputy Chief Minister is daydreaming about returning to power, which will never be possible.”

    Referring to past incidents, he recalled, “The former Deputy Chief Minister claims massive development during their regime but turns a blind eye to Kotakpura, Behbal Kalan and other places where ‘beadbi’ (sacrilege) of Sri Guru Granth Sahib took place and innocents were killed. All of this happened under their regime. They have forgotten these ‘beadbi’ incidents and believe that people will forget them too, but people will not forget. Their family was complicit. Their ‘Punjab Bachao Yatra’ is actually a ‘Parivar Bachao Yatra’. After looting the state for 15 years, they must explain whom they are trying to save Punjab from. The Akalis have plundered the state mercilessly, bruised the psyche of Punjabis emotionally and patronised several mafias.”

    “People are well aware of the dubious character of the Akalis and the Badal family, so their theatrics will not work anymore. Those leaders at whose residences canals used to stop earlier never cared about it. Sukhbir Singh Badal is a convent-educated leader who is unaware of the basic topography of Punjab but wants to rule the state,” the Punjab CM added.

    Taking aim at broader political claims, he shared, “Those who claimed to be saviours of ‘pani’ (water) destroyed it, and those who projected themselves as sewadars of ‘bani’ failed to stop desecration. In the same way, a master of phraseology running the country has misled people throughout his tenure. The ₹15 lakh promised in every account has still not come, and people, especially women, have suffered due to unplanned policies.”

    CM Bhagwant Singh Mann said, “In Congress, every leader wants to become Chief Minister. They have more chief ministerial faces than workers. That is why their top leader publicly snubbed them in a recent rally. The Congress is a divided house that will collapse due to internal infighting, even as its leaders continue to daydream about returning to power.”

    Pointing to leadership issues, he continued, “It is unfortunate that top Congress leaders who come to unite their squabbling state leaders do not even know how to pronounce their names. These leaders have no vision for Punjab. Their only aim is to loot the state’s wealth by coming to power, but their dreams will never be fulfilled. Earlier these traditional parties waited for their turn to capture power, but now the broom is here to clean the mess created by them.”

    Listing pro-people initiatives, CM Bhagwant Singh Mann emphasised, “Mukh Mantri Sehat Yojna has been launched under which health cards are being issued to all 65 lakh families in Punjab. Every family is entitled to free treatment up to ₹10 lakh, and more than 30 lakh beneficiaries have already received health cards. Around 2 lakh people have received free treatment under this scheme, and people must take maximum benefit of it.”

    Highlighting power and irrigation reforms, he added, “For the first time in the state’s history, more than eight hours of uninterrupted power has been supplied to farm tube wells during the paddy season. As many as 6,900 km of 18,349 watercourses have been revived to ensure water reaches tail ends, greatly benefiting farmers. For the first time, farmers are receiving electricity during the daytime for irrigation, transforming their lives.”

    On fiscal responsibility and women’s welfare, the Punjab CM further added, “Every single penny of the state exchequer is being utilised for the welfare of the people. Under the Maavan Dhian Satkar Yojna, ₹1000 per month is being given to women and ₹1500 to women from the SC communities above 18 years. This ambitious scheme will have a monumental impact on women’s upliftment by making them independent and empowered.”

    Emphasising women’s empowerment, he said, “Strengthening women’s financial autonomy is essential for improving household welfare, promoting gender equity and enhancing women’s participation in decision-making. The scheme is expected to benefit more than 97% of women, making it one of the most comprehensive women-centric social protection initiatives in the country. It represents a landmark step towards ensuring direct economic support and reflects the government’s vision of real financial independence for women.”

    Highlighting employment, CM Bhagwant Singh Mann said, “It is a matter of immense pride that more than 65,000 jobs have been provided to the youth of the state. All jobs have been given purely on merit without corruption or nepotism. This is making youth active partners in Punjab’s socio-economic development.”

    Striking an emotional chord, he expressed, “Nangal is a sacred land and I feel fortunate to serve its people. It is surprising that due to failures of previous regimes, people living along the Satluj were deprived of water for drinking and agriculture. For the first time, water resources are being channelised properly in the state. Bhakra Canal has a capacity of 9,500 cusecs, but through our efforts, supply has been enhanced to 11,000 cusecs. In a way, we have created a new Bhakra canal without acquiring even an inch of land. For the first time in Punjab’s history, every single drop of water is being accounted for.”

    Detailing further efforts, he said, “₹6,500 crore has been spent to rejuvenate the canal system to ensure water reaches tail ends, and for the first time, 1,444 villages are receiving canal water. We are committed to preserving every drop of Punjab’s water and no other state can take it forcibly. Last year, Haryana attempted such mischief but was taught a lesson and is now using its share judiciously.”

    Announcing projects in Nangal, CM Bhagwant Singh Mann stated, “Today is a historic day as several major development projects are being dedicated. The foundation stone of Captain Amol Kalia Centre of Excellence has been laid at a cost of ₹23 crore. The martyr laid down his life at the age of 25 during the Kargil War, and the entire nation is proud of this brave son of Nangal. ₹23 crore will be spent on this institution which will train 540 students. Courses have been designed as per industry needs including Robotics, Electric Vehicle Technology, Solar Technician and 3D Printing. New courses like Civil Aviation, Air Hostess Training and Drone Technology will also be introduced.”

    Sharing his vision, CM Bhagwant Singh Mann asserted, “This Centre of Excellence will become the best skill development hub in the region and generate employment for youth. ITI seat capacity has been increased from 32,000 to 52,308 in 2025–26, with 814 new industry-oriented courses introduced.     Pointing to technical education and tourism, he said, “In private ITIs, 5% seats are reserved for economically weaker students and 11 government ITIs, including Nangal, have been upgraded to Centres of Excellence with ₹22 crore spent on infrastructure and machinery. To promote tourism, a Glass Bridge will be constructed over the lake at Shivalik Park in Nangal. ₹10 crore will be spent on the Glass Bridge, the first of its kind in North India, to enhance the lake’s beauty and boost tourism, with completion expected within six months. A 500-seat auditorium will also be built at the School of Eminence in Nangal at a cost of ₹10 crore.”

    On education infrastructure, he added, “A four-storey academic block with four laboratories and 12 classrooms will be constructed at a cost of ₹8 crore. A water treatment plant is also being set up, and no stone will be left unturned for the development of this assembly segment. I thank the people for their overwhelming support, which strengthens our commitment to make a ‘Rangla Punjab.’”

    Punjab Government Announces Landmark Industrial Reforms

    Chandigarh News (March 31, 2026): Cabinet Minister for Industries & Commerce, Investment Promotion, Power and Local Government, Sanjeev Arora, announced that the Government of Punjab has approved path-breaking reforms in the policy for conversion of leasehold industrial plots and sheds to freehold, along with a comprehensive rationalisation of post-allotment services for freehold plot holders.

    These reforms, formulated after extensive consultations with industry stakeholders and recommendations of the Group of Ministers, reaffirm the Government’s commitment to strengthening Ease of Doing Business and building a transparent, investor-centric industrial ecosystem.

    Major Reform: Leasehold to Freehold Conversion

    Highlighting key decisions, Sanjeev Arora stated:
    Conversion fee fixed at only 5%
    100% exemption on stamp duty for conversions completed up to April 30, 2026
    Significant relief through remission of charges where unearned increase clause is not applicable
    One-time fee structure replaces recurring charges in select cases
    Annual renewal charges discontinued for several services
    To promote faster conversion and clear legacy issues:
    Time-bound disposal of pending transfer and conversion cases
    One-time stamp duty waiver to encourage early conversion
    Simplified documentation:
    Bank letter sufficient in case of mortgaged lease deeds
    Clarity on Unearned Increase Clause
    Addressing a long-standing industry concern, the Minister clarified:
    No unearned increase will be charged:
    Where clause is not present in title documents
    In family transfers, inheritance, or death cases
    Where plots already converted to freehold prior to notification
    “This brings long-awaited clarity and protects industrialists from unjustified financial liability,” he added.

    Major Ease of Doing Business Reforms (PSIEC)

    In a transformational move:
    Services reclassified into Mandatory and Optional categories
    18 services shifted from Mandatory to Optional
    Notarised affidavits replaced with self-declarations
    Powers delegated to Estate Officers for faster approvals
    “This significantly reduces compliance burden and makes freehold conversion highly advantageous for industry,” Arora said.
