New Delhi: Bharatiya Janata Party (BJP) MP Nishikant Dubey on Thursday said he has submitted a notice in the Lok Sabha to initiate a ‘substantive motion’ against Leader of Opposition Rahul Gandhi.
Speaking to reporters in the Parliament complex, Dubey clarified that he has not moved a privilege motion but a substantive motion, which is an independent proposal placed before the House seeking its approval to express a decision or opinion on a matter.

Dubey alleged that Gandhi had travelled abroad and held meetings with organisations such as the Soros Foundation, USAID and the Ford Foundation, claiming there was “collusion” with anti-India forces. He further alleged that Gandhi had visited countries including Thailand, Vietnam and Cambodia in this context.
The Congress has not yet issued a detailed response to Dubey’s latest allegations.
A substantive motion is a self-contained proposal brought before a legislative body for consideration and adoption, distinct from other procedural motions such as a privilege motion.
