Haryana relaxes recruitment norms for Group-B posts, removes UGC-NET requirement for Deputy Director

Chandigarh: The Haryana government has approved three major decisions aimed at addressing long-pending demands of employees during a cabinet meeting chaired by Chief Minister Nayab Singh Saini. These include amendments to Group-B Service Rules, inclusion of new posts, and relaxation of educational qualifications for certain positions.

The Chief Minister said the decisions reflect the government’s commitment to safeguarding the interests of employees.

 

Group-B service rules amended

The Cabinet approved amendments to the Haryana Group-B Service Rules, 1997, particularly related to the Women and Child Development Department. The revised rules will now align with present administrative and recruitment needs. Updates include changes to the names, pay scales, and educational qualifications for various posts. New designations like Child Development Project Officer (Female) and Programme Officer (Female) have also been incorporated.

 

New posts added, service rules updated

The government has also updated Rule 14 of the Departmental Services Rules, replacing older references to the 1987 Penalties and Appeal Rules with the 2016 version. Posts such as District Programme Officer and Superintendent for Charkhi Dadri, and Manager of the Panjiri Plant at Paploha (Pinjore), have now been formally included in the department’s service structure. Additionally, existing pay scales have been revised in accordance with the Seventh Pay Commission recommendations.

 

UGC-NET no longer mandatory for Deputy Director recruitment

In a significant change to recruitment eligibility, the requirement of UGC-NET qualification for direct appointment to the post of Deputy Director has been removed. The decision was taken after the Haryana Public Service Commission flagged concerns over the lack of eligible applicants in past recruitment drives. Furthermore, the earlier provision of two different educational qualifications with a 50% quota each for the post of Women and Child Development Project Officer (Female) has also been scrapped to simplify the selection process.
