‘No PUCC, no petrol’: Delhi makes key GRAP-4 restrictions permanent to fight severe pollution

New Delhi: Delhi Environment Minister Manjinder Singh Sirsa said that two restrictions under the Graded Response Action Plan (GRAP)-4 will now remain permanent in an effort to control “severe” air pollution in the national capital.

Speaking to the media, Sirsa said that until further orders, vehicles without a valid Pollution Under Control Certificate (PUCC) will not be provided fuel. He said it has been decided that out of the GRAP-4 restrictions, two measures have now been made permanent.

“The first is PUCC. From now on, you will not get petrol anywhere without a valid PUCC certificate until further orders,” he said.

The minister further said that vehicles entering Delhi from outside the city that do not meet Bharat Stage-VI (BS-6) emission norms will also face restrictions. He said such vehicles will not be allowed to enter the capital if they fail to comply with BS-6 standards.

The move is aimed at strengthening long-term measures to tackle worsening air quality in Delhi, which frequently enters the ‘severe’ category during winter months.
