Stray dog rules: Supreme Court asks ‘what is humanity’, hearing on January 7

New Delhi: Responding to a plea terming the rules framed by the Municipal Corporation of Delhi (MCD on stray dogs as “inhumane”, the Supreme Court on Thursday made a sharp observation and said a video would be played at the next hearing to examine “what is humanity”.

A bench of Justices Vikram Nath and Sandeep Mehta was informed by senior advocate Kapil Sibal that the special three-judge bench earlier constituted to hear the matter had been cancelled. Justice Nath said the case would now be taken up on January 7.

Sibal expressed concern that in the meantime the MCD was enforcing rules that were contrary to existing directions and that dogs were being removed despite the absence of proper shelters. “What is being done is very inhumane,” he said.

In response, Justice Mehta told Sibal that on the next date the court would play a video and ask “what humanity is”. Sibal said he would also play a video to show the ground situation.

The bench made it clear that the matter would be heard on January 7.
