Chandigarh: Suspended Punjab DIG Harcharan Singh Bhullar, currently lodged in Chandigarh’s Burail jail in a corruption case, on Friday moved the Punjab and Haryana High Court seeking regular bail.
Bhullar, through his counsel, said the investigation had already been completed and the final investigation report was filed on December 3 last year, making any further custodial interrogation unnecessary.
In the petition filed by advocate Nikhil Ghai, Bhullar said the prosecution mainly proposed to examine official witnesses from the relevant period and the complainant in the case. He said he had been suspended from service, which ruled out any possibility of influencing witnesses or tampering with evidence. The petition also said that the complainant had been provided security as per High Court directions.
Advocate Ghai said that under the Prevention of Corruption Act, the maximum punishment for the alleged offence was up to seven years. He added that the petitioner had already remained in custody since October 17, 2025. In such circumstances, continued detention would amount to pre-trial punishment, which goes against established principles governing bail.
The counsel said Bhullar was complying with all conditions, appearing on every date, not interfering with witnesses and had surrendered his passport.
