Punjab E News (PEN): Under the ongoing Special Intensive Revision (SIR) campaign in Bihar, as per the status on June 24, 2025, enumeration forms have been received from 6,99,92,926 voters out of a total of 7,89,69,844 voters – accounting for 88.65% coverage. In light of the Election Commission of India’s press release dated July 16, 2025, only 6.85% (54,07,483) voters remain, from whom enumeration forms are to be collected in the next 9 days – by July 25, 2025. It is possible that many of these voters are currently residing outside Bihar and may fill out the form online or through the assistance of family members. So far, 6,47,24,300 forms (81.96%) have already been uploaded.
The draft electoral roll will be published on August 1, 2025, and the claim and objection period will be from August 1 to September 1, 2025.
Voters temporarily residing outside Bihar can also submit the enumeration form online using their mobile phone, the official website https://voters.eci.gov.in, or the ECINET App. Alternatively, they can download the pre-filled form, sign it, and send a scanned copy via WhatsApp, email, or through a family member to the Booth Level Officer (BLO).
For filling the enumeration form, any one of the following 11 documents may be attached as proof:
1. Identity card or PPO issued to a regular employee/pensioner of Central/State Government or PSU
2. Any document issued by a government/local body/bank/post office/LIC/PSU before 01.07.1987
3. Birth certificate issued by a competent authority
4. Passport
5. Educational certificate issued by a recognized board/university
6. Permanent residence certificate issued by a competent state authority
7. Forest rights document
8. Caste certificate issued by a competent authority
9. National Register of Citizens (where available)
10. Family register prepared by state/local authority
11. Government issued land or housing allotment certificate
Attaching any one of these documents with the enumeration form will assist the Electoral Registration Officer in the process of adding the name to the electoral roll. If the documents are not immediately available, they may still be submitted by July 25, 2025, or during the claim and objection period (August 1 – September 1, 2025).
To ensure inclusion in the draft electoral roll, the enumeration form must be submitted on or before July 25, 2025. Voters may also check the status of their form on the ECINET App or at https://voters.eci.gov.in.
