										<content:encoded><![CDATA[<p>Kapurthala: Panic gripped Kapurthala Central Jail late on Saturday night after a violent clash reportedly broke out among inmates inside the prison premises, leading to chaos and heightened security arrangements.</p>
<p>According to initial information, tensions escalated following an altercation between groups of prisoners. Senior police officials, including Kapurthala SSP Gaurav Toora, rushed to the spot after receiving information about the disturbance.</p>
<p>A large number of police personnel have since been deployed around the jail complex, while additional security measures are being put in place to prevent any further escalation.</p>
<p>Sources said some inmates were allegedly upset with the jail administration, and reports also emerged claiming that a fire had been set inside the prison premises. Fire brigade vehicles were seen arriving at the jail, though no police official has officially confirmed the incident so far.</p>
<p>Meanwhile, several videos circulating on social media allegedly show groups of inmates roaming on the jail rooftop carrying sticks and sharp weapons. In some clips, voices can reportedly be heard claiming that a “jail break” had taken place.</p>
<p>Reports further suggest that at least three to four undertrial prisoners sustained injuries during the violence. Some related videos are also spreading rapidly online.</p>
<p>SSP Gaurav Toora confirmed that information regarding a clash inside the jail had been received and stated that the situation was under control. He added that police teams were carrying out their duties with full alertness.</p>
<p>There are also reports that one or two barracks inside the jail may have been set on fire, although senior police officials have not yet verified these claims. PCR teams have additionally been stationed at the Civil Hospital as a precautionary measure.</p>

										<content:encoded><![CDATA[<p>Jalandhar: Police have detained 10 suspects during a major search operation in connection with the high-profile murder of Lucky Oberoi in Jalandhar.</p>
<p>More than a month after the killing, the main shooter, Gurtaj Singh, remains at large, posing a major challenge for investigators.</p>
<p>According to police sources, the crime was allegedly orchestrated by Joga Foldiwal, who is believed to be operating from the United States. Investigations suggest that local associates were providing financial support and weapons to the shooter on his instructions.</p>
<p>As part of the crackdown, police conducted raids at 10 different locations across the city to dismantle the alleged network. Two close associates of the mastermind have also been rounded up for questioning.</p>
<p>Officials said that despite continuous raids, the main accused has managed to evade arrest by frequently changing locations. Investigators are also trying to determine who helped the shooter escape from Behram and who may be sheltering him at present.</p>
<p>Police teams are continuing search operations and have intensified efforts to track down the absconding accused.</p>

										<content:encoded><![CDATA[<p>Chandigarh: Police have registered a case against 11 people in connection with the daylight murder of village sarpanch Harpinder Singh ‘Happy’ in Moga district of Punjab.</p>
<p>According to officials, the case has been filed against four named individuals and seven unidentified persons in the killing of the sarpanch of Patto Hira Singh village. Police have so far detained two suspects for questioning.</p>
<p>The victim was shot at multiple times by attackers on Friday morning. He sustained six to seven bullet injuries and later died during treatment at a hospital.</p>
<p>Initial investigation suggests the killing was the result of personal rivalry. Police said the sarpanch had been receiving death threats in recent months and usually travelled in a bulletproof vehicle. However, on the day of the attack he was travelling in a Mahindra Thar, which the attackers allegedly took advantage of.</p>
<p>Following the incident, the victim’s family staged a protest demanding action, which ended late Friday night after police detained two suspects.</p>
<p>Officials from the Bagha Purana police station said efforts are underway to arrest the remaining accused and expressed confidence that the other suspects will be apprehended soon. The body has been sent to the Civil Hospital in Moga for post-mortem examination.</p>

<p>Chairing a high-level review meeting through video conferencing with police commissioners, Inspectors General (IGs), Deputy Inspectors General (DIGs) and Senior Superintendents of Police (SPs), Mann emphasised that the ‘war against drugs’ and decisive action against gangster networks remain the government’s top priorities.</p>
<p>The Chief Minister said the ongoing drive must culminate in the complete eradication of the drug menace and the dismantling of organised criminal networks operating in the state. He asserted that the Aam Aadmi Party-led government is fully committed to safeguarding the lives and property of ordinary citizens.</p>
<p>While underlining the need for stringent action against offenders, Mann also stressed that long-term security for Punjab’s youth depends on expanding employment opportunities, strengthening education and improving career counselling. He said a holistic approach would help prevent young people from falling into the trap of drugs and crime.</p>
<p>The Chief Minister asked senior officers to maintain close coordination at all levels and ensure swift, visible action to reinforce public confidence in the law enforcement system.</p>

										<content:encoded><![CDATA[<p>New Delhi: The Delhi Legislative Assembly secretariat on Thursday issued notices to senior Punjab officials — including Alok Shekhar, Additional Chief Secretary (Home-II), Punjab Director General of Police Gaurav Yadav, and Jalandhar Police Commissioner Dhanpreet Kaur — seeking their replies in connection with the registration of an FIR over an alleged video linked to Opposition leader Atishi.</p>
<p>The officials have been directed to submit their responses before the Delhi Assembly’s Committee of Privileges by February 12.</p>
<p>According to official communication, the Speaker of the Delhi Legislative Assembly has found a prima facie case of breach of privilege and contempt against senior Punjab Police officers in the matter related to alleged remarks against Sikh Gurus.</p>
<p>Sources said the Speaker reached this conclusion after examining the conduct of the Punjab Police officials, their responses, and their alleged refusal to share certain documents sought by the Assembly. The Speaker observed that the actions appeared to amount to a violation of the Assembly’s privileges.</p>
<p>As a result, the matter has been referred to the Privileges Committee with directions to examine the conduct of the Punjab Police officials based on a complaint filed by Delhi Law and Justice Minister Kapil Mishra. The committee has been asked to conduct a detailed inquiry and submit its report to the Assembly as per the Speaker’s directions.</p>
<p>The complaint, dated February 2, relates to an FIR registered over an alleged video in which Atishi is accused of making objectionable remarks about Sikh Gurus. The Assembly secretariat has also pointed out that certain information and documents sought earlier have not yet been received, despite letters issued by the Punjab DGP on January 28.</p>
<p>The secretariat has now reiterated its request, asking that the pending documents be submitted along with written comments on the complaints by February 12. The Privileges Committee is expected to examine the matter in detail and place its findings before the Delhi Assembly.</p>

										<content:encoded><![CDATA[<p>Chandigarh: People will no longer have to make repeated visits to Punjab Police stations for their cases as the force is set to get around 1,600 new personnel by March 2026. Punjab Director General of Police Gaurav Yadav said this during a press conference in Chandigarh on Tuesday.</p>
<p>The DGP said that all 1,600 personnel will be posted as inspectors, sub-inspectors and assistant sub-inspectors. These appointments are being made through promotions and all selected personnel are currently undergoing training. He said that the induction will strengthen police stations across the state.</p>
<p>Yadav said that the police response time on Dial 112 will also improve significantly. At present the response time in Punjab is around 10 to 12 minutes. Efforts are being made to reduce it to five to eight minutes. He said that after the changes people will receive police assistance much faster after calling Dial 112.</p>
<p>Modern control room to be built in Mohali</p>
<p>The DGP said that a modern control room will be constructed in Sector 89 of Mohali at a cost of Rs 200 crore to improve Dial 112 operations. Around Rs 125 crore will be spent on upgrading vehicles.</p>
<p>He said that in the last three years Punjab Police has spent Rs 800 crore on vehicle upgrades. Under the central government’s vehicle scrap policy no vehicle older than 15 years can remain on the road. As part of this policy Punjab Police has scrapped 2,000 old vehicles and inducted 1,500 four-wheelers and 400 two-wheelers over the last three years.</p>
<p>Yadav said that 8,100 new vehicles will be purchased for PCR operations next year.</p>
<p>He added that during the current year Rs 45 crore has been spent on police welfare, Rs 80 crore on counter-intelligence, Rs 40 crore on the cyber crime division, Rs 60 crore on border area police stations, Rs 106 crore on computerisation, Rs 142 crore on police buildings, Rs 80 crore on modernisation and Rs 258 crore on police vehicles.</p>
<p>The DGP said that all SHOs of the state’s 454 police stations have been provided with new vehicles and all DSPs will also be given new vehicles this year.</p>

										<content:encoded><![CDATA[<p>Chandigarh: The National Commission for Women (NCW) has called for fast-tracked judicial proceedings and an inquiry into alleged police negligence in the rape and murder of a 13-year-old girl in Jalandhar. A team from the Commission visited the victim’s family to directly review the circumstances surrounding the case and the investigative gaps raised by relatives.</p>
<p>According to the Commission, its Chairperson held a review meeting with senior police officials of the Jalandhar Division on December 4, where the case was discussed in detail. However, a scheduled meeting with divisional administrative officers was cancelled due to the Model Code of Conduct enforced for the Zila Parishad elections. The NCW said no advance information about the restrictions was provided, limiting discussions on broader issues relating to women’s safety in Punjab.</p>
<p>The victim’s mother told the Commission that CCTV footage showed the minor entering the house of the accused, who is a neighbour, the father of the girl’s friend, and a school bus driver. Crucially, no footage shows her exiting the residence. Despite this, ASI Mangat Ram, who searched the house on the day of the incident, allegedly failed to find the girl even after spending 30 to 40 minutes inside.</p>
<p>Neighbours later conducted their own search after noticing the absence of exit footage and discovered the girl’s body in the bathroom of the same house. The sequence of events has raised serious questions about the conduct of the initial police response.</p>
<p>The victim’s mother has demanded the strictest possible punishment for the accused under the POCSO Act and action against ASI Mangat Ram, against whom no FIR has been registered so far.</p>
<p>Taking note of the gravity of the crime, the NCW has urged the Fast Track Special Court to hold day-to-day hearings to ensure a swift and fair trial. The Commission will also issue a suo motu notice to the Punjab Director General of Police seeking an Action Taken Report within three days.</p>
<p>Expressing her anguish before the Commission, the mother said, “Mujhe aur meri bacchi ko insaaf chaiye.”</p>

										<content:encoded><![CDATA[<p>JALANDHAR: Commissioner of Police Dhanpreet Kaur has dismissed ASI Mangat Ram from service for negligence in the investigation of the sexual assault and murder of a minor girl in Basti Bawa Khel. Two PCR police personnel have also been suspended, and departmental action has been initiated against them.</p>
<p>Officials said the action was taken after serious lapses came to light during the investigation. The Commissioner of Police said negligence in crime-related cases would not be tolerated under any circumstances.</p>
<p>During the probe, it emerged that ASI Mangat Ram failed to take proper action at the crime scene and did not examine the CCTV footage carefully. The Commissioner said such negligence damages the credibility of the police force and affects the delivery of justice.</p>
<p>Under the police’s zero-tolerance policy, strict action has been taken against the erring officials.</p>
<p>Meanwhile, the Jalandhar MP Charanjit Singh Channi also visited victim&#8217;s house on Thursday.</p>

										<content:encoded><![CDATA[<p>Chandigarh: The police in Ferozepur have arrested two accused in connection with the murder of Naveen, the grandson of an RSS leader, officials said. Naveen was shot dead in the middle of the city three days ago.</p>
<p>Ferozepur SSP Bhupinder Singh said the accused were offered ₹1 lakh each to carry out the killing. He added that Khalistani group Sher-e-Punjab Brigade has claimed responsibility for the attack, saying they “have reformed the leader of the Hindutva gang”.</p>
<p>According to the SSP, accused Kanav and Harsh conducted a recce of Naveen and planned the entire murder at Kanav’s house. “Four people are directly involved in this murder. Of them, Kanav and Harsh were arrested from Ferozepur on Wednesday. Both have confessed to the conspiracy during interrogation,” he said.</p>
<p>The SSP added that two accomplices are still absconding and police teams have been formed to trace them.</p>

										<content:encoded><![CDATA[<p><span style="color: #ff0000;">Punjab E News (Pawan Dhupar):</span> The Punjab Police has undertaken the checking of vehicles, particularly commercial vehicles, carrying various types of goods during the intervening night of November 01/02, 2025 in various parts of the state based on specific intelligence inputs.</p>
<p>A Punjab Police Spokesperson stated here today that the vehicle checks were conducted under the supervision of Gazetted Officers at selected places in the State in order to conduct streamlined and orderly vehicle checking without causing any inconvenience to the general public.</p>
<p>The Spokesperson further stated that Punjab, the sensitive border state, has been facing the brunt of the designs of the Pakistan’s ISI to bleed India by waging a proxy war, through smuggling of contraband, arms and explosive from across the international border using rogue drones and further transporting these contrabands through various types of vehicles. The anti-national forces have been innovative in changing their modus operandi and their activities have increased in intensity and efforts after Operation “Sindoor”.</p>
<p>The Punjab Police Spokesperson stated that the State Police is highly conscious of its duties towards the citizens and the fact that general security measures have to be conducted in a manner which cause minimum inconvenience to the public. Reports have been received stating that checking of vehicles carrying newspapers led to delays and late delivery of newspaper in several parts of the state.</p>
<p>Due diligence and care would be exercised by Punjab Police to ensure that minimum inconvenience is caused to the general public during conduct of security checks, especially during vehicular checks. At the same time, the need for an active and energetic Internal Security Grid in Punjab cannot be overemphasised in the present internal security scenario.</p>
