With the withdrawal of this order, the High Court disposed of the petition.<\/p>\n<p>Pannu said that the petition had alleged that Punjab cadre officers were being sidelined to benefit officers from the Haryana cadre. The Mann Government argued that the BBMB Chairman attempted to make appointments despite lacking the authority to do so, bypassing established rules, legal procedures, and the inter-state framework governing the functioning of BBMB.<\/p>\n<p>Pannu said that Senior Engineers (SEs) from the Punjab Water Resources Department had also raised the issue of arbitrariness of BBMB administration and discrimination in the recruitment process.<\/p>\n<p>Baltej Pannu stated that the High Court\u2019s decision and the BBMB\u2019s withdrawal of its order vindicate the Mann government\u2019s firm and principled stand.
