Punjab E News:<\/span> On the completion of four years of the Aam Aadmi Party (AAP) Government, Punjab Chief Minister Bhagwant Singh Mann on Monday said the government has fulfilled all guarantees made to the people through what he described as a \u2018politics of work\u2019, asserting that the trust reposed by the people after rejecting Congress, Shiromani Akali Dal and the BJP has not been broken.<\/p>\n

The Chief Minister highlighted key achievements including free electricity, daytime power for farmers, canal irrigation reaching 78% of fields, 65,000 government jobs and 5.5 lakh employment opportunities, along with expanded healthcare through Aam Aadmi Clinics and free treatment up to \u20b910 lakh.<\/p>\n

He also said the government\u2019s anti-drug campaign \u2018Yudh Nashean Virudh\u2019, record investments of \u20b91.55 lakh crore and road safety reforms through the Sadak Surakhya Force reflect the government\u2019s focus on rebuilding Punjab. Taking aim at opposition parties, CM Bhagwant Singh Mann said while Congress, Akalis and the BJP are concerned about power, the AAP Government is focused on saving Punjab and will not allow divisive politics to succeed in the state.<\/p>\n

Interacting with media persons on the completion of four years of the AAP Government, CM Bhagwant Singh Mann stated, \u201cThe Punjab Government has started a new tradition in politics by completing all promises in four years whereas parties are not able to do so even in five years.\u201d He added, \u201cAfter assuming charge in the year 2022 at the native village of Shaheed-e-Azam Bhagat Singh, the Punjab Government took several people-friendly decisions.\u201d Punjab Chief Minister Bhagwant Singh Mann further said, \u201cAlong with me, millions of Punjabis took the oath to restore the pristine glory of the state.\u201d<\/p>\n

AAP Government Completes Four Years, Focus Now on Taking Punjab to New Heights<\/span><\/p>\n

Speaking about the achievements of his government, CM Bhagwant Singh Mann stated, \u201cIn the last four years, the Punjab Government has worked tirelessly for the welfare of people and fulfilled the promises made to them.\u201d He added, \u201cThe coming year will be devoted to taking Punjab to a new zenith of development and prosperity.\u201d<\/p>\n

Sikhya Kranti Transform Punjab\u2019s Govt Schools<\/span><\/p>\n

Highlighting the transformation in the education sector, CM Bhagwant Singh Mann stated, \u201cPunjab\u2019s government schools are now ranked No.1 in the country in studies according to the Government of India\u2019s survey.\u201d He added, \u201cNo child in a government school now sits on the floor as more than one lakh desks have been provided so that every student can study with dignity.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cDue to the Digital Kranti in government schools, more than 9,000 smart classrooms and 5,000 computer labs have been opened, bringing modern education to students across Punjab.\u201d He added, \u201cFor the first time in the history of Punjab, contractual teachers have been given permanent jobs and more than 15,000 teachers have been recruited to strengthen government schools.\u201d<\/p>\n

CM Bhagwant Singh Mann said, \u201cGovernment school principals and teachers are receiving world-class training in Finland, Singapore and IIMs, bringing global standards to Punjab\u2019s classrooms.\u201d He added, \u201cPunjab\u2019s youth are being prepared to become job creators and not job seekers, and every year around 1.5 lakh college students are learning business and entrepreneurship skills.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cGovernment schools are now competing with private schools.\u201d He added, \u201cIn the year 2026 alone, 305 government school students cleared JEE Mains and 845 cleared NEET.\u201d<\/p>\n

Healthcare Expansion Through Mukh Mantri Sehat Yojna and Aam Aadmi Clinics<\/span><\/p>\n

Talking about the health sector, CM Bhagwant Singh Mann stated, \u201cUnder the Mukh Mantri Sehat Yojna, every family in Punjab will receive free and cashless treatment up to \u20b910 lakh in top private hospitals.\u201d He added, \u201cThis is the world\u2019s largest health insurance programme.\u201d<\/p>\n

CM Bhagwant Singh Mann further said, \u201cWhile previous governments built just 400 clinics in Punjab in 75 years, the Punjab Government has opened 881 Aam Aadmi Clinics in the last four years.\u201d He added, \u201cOver five crore out-patient visits have been registered so far.\u201d<\/p>\n

CM Bhagwant Singh Mann stated, \u201cThe largest recruitment of doctors in Punjab\u2019s history has taken place in government hospitals and in the last four years 1,575 doctors have been recruited.\u201d Speaking about the Farishtey Scheme, he said, \u201cThis scheme incentivises every passerby on the road with \u20b92,000 to help the injured reach hospitals while accident victims receive free treatment in any hospital in Punjab.\u201d<\/p>\n

CM Bhagwant Singh Mann added, \u201cIt is a matter of immense pride and satisfaction that more than 1,700 injured persons have received free treatment under this scheme.\u201d He further stated, \u201cThe CM Di Yogshala initiative is promoting healthy living across Punjab and nearly two lakh people practise free yoga every day.\u201d<\/p>\n

CM Bhagwant Singh Mann also said, \u201cSeven new medical colleges are being built in Hoshiarpur, Kapurthala, Sangrur, SBS Nagar, Lehragaga, Malerkotla and Ludhiana.\u201d He added, \u201cAround 600 new MBBS seats will be added in Punjab, giving students more opportunities to study medicine within the state.\u201d<\/p>\n

Historic Push for Sports Infrastructure and Youth Development<\/span><\/p>\n

Talking about sports achievements, CM Bhagwant Singh Mann stated, \u201cPunjab is making historic investment in village playgrounds and three thousand modern sports grounds are being built with an investment of \u20b91,100 crore.\u201d He added, \u201cWork on 6,000 more grounds will start soon and free sports kits including cricket, volleyball and football equipment will be provided in all village playgrounds so that every young person gets the chance to play.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cSix thousand indoor gyms are being built in villages to promote fitness and sports among youth.\u201d He added, \u201cOlympic medal-winning Punjabi hockey players have received \u20b91 crore each and government jobs, while winners of the Women\u2019s Cricket World Cup 2025 were honoured with \u20b94.91 crore.\u201d<\/p>\n

Rural Development and Infrastructure Strengthening<\/span><\/p>\n

Highlighting achievements in rural development, CM Bhagwant Singh Mann stated, \u201cIn the last four years, 76,000 families have received support to build their own homes, including 30,000 families affected by floods.\u201d He added, \u201cThe previous government built 39,000 houses in five years, whereas the current government supported 76,000 families in just four years.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cMore than 40,000 kilometres of rural link roads are being rebuilt and this is the biggest road repairing scheme ever undertaken in Punjab\u2019s history in any single year.\u201d He added, \u201cThese roads are being built with a five-year maintenance guarantee.\u201d<\/p>\n

CM Bhagwant Singh Mann said, \u201cA total of 13,414 village ponds have been cleaned across Punjab while mandis across the state have been upgraded with 664 covered sheds and solar panels installed in 36 mandis.\u201d He added, \u201cUnder MGNREGA around nine lakh workers have received employment generating 2.3 crore workdays with \u20b91,100 crore spent on wages.\u201d<\/p>\n

Major Steps for Farmers and Agricultural Reforms<\/span><\/p>\n

Talking about agriculture reforms, CM Bhagwant Singh Mann stated, \u201cFor the first time in Punjab\u2019s history farmers are receiving eight hours of uninterrupted daytime electricity for irrigation.\u201d He added, \u201cA total of 18,349 long-neglected canals have been revived, bringing irrigation water back to farmers\u2019 fields.\u201d<\/p>\n

The Chief Minister further stated, \u201cPunjab farmers are receiving \u20b9416 per quintal for sugarcane, which is the highest price in the country.\u201d He added, \u201cFarmers have received \u20b920,000 per acre compensation for crop loss, which is the highest compensation anywhere in India.\u201d<\/p>\n

CM Bhagwant Singh Mann said, \u201cA total of 1.58 lakh Crop Residue Management machines have been provided to farmers on subsidy to tackle stubble burning.\u201d He added, \u201cCrops are being purchased immediately and farmers are receiving payments on time in a smooth and hassle-free manner.\u201d<\/p>\n

Women Empowerment and Social Welfare Initiatives<\/span><\/p>\n

CM Bhagwant Singh Mann stated, \u201cThe Punjab Government has launched the Mukh Mantri Mawan Dhiyan Satkar Yojna under which every woman will receive \u20b91,000 every month while women from the Scheduled Caste community will receive \u20b91,500 directly in their bank accounts.\u201d He added, \u201cThe free travel scheme for women in Punjab Government buses has also been started and more than 14.5 crore free bus journeys are availed every year.\u201d<\/p>\n

He further stated, \u201cA total of 5.2 lakh new beneficiaries have been added to pension schemes and \u20b923,102 crore has been distributed to 35.7 lakh people during the last four years.\u201d CM Bhagwant Singh Mann added, \u201cAnganwadi services have been strengthened with 4,400 workers recruited and 6,100 more recruitments underway.\u201d<\/p>\n

He also said, \u201cFree sanitary pads are distributed every month through 27,314 anganwadi centres and so far 7.4 crore sanitary pads have been distributed to 13.7 lakh women.\u201d<\/p>\n

Power Sector Reforms Bring Relief to Households<\/span><\/p>\n

CM Bhagwant Singh Mann stated, \u201cNinety percent households in Punjab now receive zero electricity bills, giving major relief to families.\u201d He added, \u201cFor the first time in Punjab\u2019s history electricity tariffs have been reduced with power rates cut by up to \u20b91.5 per unit for homes, 79 paise for commercial users and 74 paise for industries.\u201d<\/p>\n

He further stated, \u201cThe Punjab Government purchased the 540 MW GVK private power plant which helped reduce electricity production costs.\u201d CM Bhagwant Singh Mann added, \u201cPSPCL, which was once running in losses, has now been in profit for three consecutive years and has received the highest A+ rating from the Government of India.\u201d<\/p>\n

He also said, \u201cCheap coal purchased from Pachwara coal mine has saved \u20b91,000 crore from the state exchequer.\u201d CM Bhagwant Singh Mann added, \u201cUnder the Roshan Punjab initiative \u20b95,000 crore is being invested to strengthen the electricity transmission and distribution network and ensure 24\u00d77 power supply.\u201d<\/p>\n

Rozgar Kranti and Employment Generation for Youth<\/span><\/p>\n

Speaking about employment generation, CM Bhagwant Singh Mann stated, \u201cThe Punjab Government has launched a Rozgar Kranti in the state.\u201d He added, \u201cMore than 65,000 government jobs have been given to youth in the last four years purely on merit without recommendation or bribe.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cRecord private investments in Punjab have created around 5.5 lakh employment opportunities during the last four years.\u201d<\/p>\n

Decisive Action Against Drugs Under Yudh Nashean Virudh<\/span><\/p>\n

Speaking about the campaign against drugs, CM Bhagwant Singh Mann stated, \u201cUnder Yudh Nashean Virudh decisive and unprecedented action has been taken against drug traffickers.\u201d He added, \u201cA total of 68,389 FIRs have been registered and 92,264 persons have been arrested.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201c5,480 kilograms of heroin has been seized, which is the highest in the country.\u201d He added, \u201cProperties worth \u20b9760 crore belonging to drug smugglers have been confiscated while 64 hawala operators have been arrested.\u201d<\/p>\n

He further stated, \u201cMore than 1.5 lakh members have formed Village Defence Committees across Punjab which act as the government\u2019s eyes and ears against drugs.\u201d CM Bhagwant Singh Mann added, \u201cMore than 600 drug peddlers have been arrested based on inputs provided by these committees.\u201d<\/p>\n

He also said, \u201cFifteen thousand Pind De Pehredar have been deployed in villages and wards to keep communities alert against drugs.\u201d CM Bhagwant Singh Mann added, \u201cBeds in de-addiction centres have increased by 360 percent from 1,455 to 5,255 in four years and a special anti-drug curriculum has been introduced in government schools for classes 9 to 12.\u201d<\/p>\n

\u2018Gansteraan Te Vaar\u2019 on Gangsters and Strengthening Law and Order<\/span><\/p>\n

Speaking about law and order, CM Bhagwant Singh Mann stated, \u201cThe Punjab Government has launched \u2018Gangsteraan Te Vaar\u2019 and Operation PRAHAR to ensure that organised gangs are not able to operate from the soil of Punjab.\u201d He added, \u201cSo far 44,424 raids have been carried out by teams of 12,000 policemen which have led to the arrest of 14,722 gangsters including 711 proclaimed offenders.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cThis action has broken the backbone of terrorist networks as 76 terror modules have been busted and 486 terrorists and radicals have been arrested with major recoveries of arms, explosives and grenades.\u201d He added, \u201cPunjab\u2019s crime rate has reduced to 227 crimes per lakh population according to the National Crime Records Bureau which is almost half of the national average of 448 and three times lower than Haryana\u2019s crime rate of 740.\u201d<\/p>\n

CM Bhagwant Singh Mann also said, \u201cFor the first time in Punjab\u2019s history nine advanced anti-drone systems have been procured to counter cross-border drone threats.\u201d He added, \u201cA total of 12,197 personnel have been recruited including 1,062 Sub Inspectors, 450 Head Constables and 10,285 Constables to strengthen the police force.\u201d<\/p>\n

He further stated, \u201cMore than \u20b91,156 crore has been invested in police modernisation, infrastructure upgradation, cyber capabilities, intelligence strengthening, border police stations and police welfare.\u201d<\/p>\n

Strong Financial Management Improves Punjab\u2019s Fiscal Health<\/span><\/p>\n

Talking about the financial health of Punjab, CM Bhagwant Singh Mann stated, \u201cPunjab is expected to earn \u20b953,122 crore from the excise policy in five years of the present government which is nearly double the revenue of the previous government.\u201d<\/p>\n

He added, \u201c\u20b930,367 crore has been earned from stamp and registration which is around 2.5 times more than the previous government.\u201d CM Bhagwant Singh Mann further stated, \u201cGST collection has also seen a major jump as \u20b983,739 crore GST has been collected in just 46 months which is higher than the \u20b961,286 crore collected by the previous government in five years.\u201d<\/p>\n

He added, \u201cStrong financial management has reduced Punjab\u2019s debt-to-GSDP ratio from 48.25 percent in 2022 to 44.47 percent in 2026.\u201d<\/p>\n

Record Investments and Industrial Growth<\/span><\/p>\n

Talking about industrial development, CM Bhagwant Singh Mann stated, \u201cPunjab has attracted record investment worth \u20b91.55 lakh crore in four years with global investors participating in the Progressive Punjab Investors Summit 2026 held in Mohali.\u201d<\/p>\n

He added, \u201cStrategic partnerships with the United Kingdom, Japan and South Korea are bringing new industries and employment opportunities to Punjab.\u201d<\/p>\n

CM Bhagwant Singh Mann further said, \u201cUnder the Right to Business Act approvals for setting up new factories are now being given within 5 to 18 days for MSMEs based on self-declaration which allows industries to begin construction quickly.\u201d<\/p>\n

He added, \u201cThe FastTrack Punjab portal integrates more than 50 regulatory approvals and 200 service requests while a deemed approval is issued if permissions are not granted within 45 days.\u201d<\/p>\n

CM Bhagwant Singh Mann also stated, \u201cThe Punjab Industrial and Business Development Policy 2026 has been introduced after extensive consultations with industry and offers customised incentive packages.\u201d<\/p>\n

Digital Governance and Anti-Corruption Measures<\/span><\/p>\n

CM Bhagwant Singh Mann stated, \u201cAn Anti-Corruption Action Line has been launched so that citizens can report corruption directly.\u201d<\/p>\n

He added, \u201cPunjab has become the first state where property registrations are fully digital and completed within 48 hours through the Easy Registry system.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cA total of 406 government services are now available from home through the 1076 helpline under the Sarkar Tuhade Dwar initiative.\u201d<\/p>\n

He added, \u201cFifty-six services related to driving licences and vehicle registrations have been made fully digital enabling more than 30 lakh transactions annually without visiting RTO offices.\u201d<\/p>\n

Historic Canal Irrigation Revolution<\/span><\/p>\n

Talking about irrigation reforms, CM Bhagwant Singh Mann stated, \u201cA historic investment of \u20b96,700 crore has been made in canal irrigation during the last four years.\u201d<\/p>\n

He added, \u201cThe share of agricultural land irrigated through canal water has increased from 26 percent in 2022 to 78 percent in 2026.\u201d<\/p>\n

CM Bhagwant Singh Mann further said, \u201cCanal water has reached fields in 1,365 villages for the first time in 40 to 50 years while more than 15,539 kilometres of canals have been cleaned and 18,349 watercourses restored.\u201d<\/p>\n

He added, \u201cRedevelopment of the \u20b9239 crore Kandi canal system has brought irrigation water to 433 villages covering 1.25 lakh acres while the Mahorana distributary remodelling and Malerkotla minor project worth \u20b9288 crore will bring canal water to 44,000 acres across 55 villages.\u201d<\/p>\n

Religious Tourism and Heritage Initiatives<\/span><\/p>\n

Talking about religious tourism, CM Bhagwant Singh Mann stated, \u201cUnder the Mukh Mantri Teerth Yatra Yojna more than 9,300 elderly citizens travel free every week to Amritsar or Anandpur Sahib to visit holy sites.\u201d<\/p>\n

He added, \u201cDevotees are provided free AC buses, air-conditioned accommodation and free food during the pilgrimage.\u201d<\/p>\n

CM Bhagwant Singh Mann also said, \u201cA special development plan has been launched for the historic Shri Kali Mata Temple in Patiala.\u201d<\/p>\n

He further stated, \u201cGrand events have been organised across Punjab to mark the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji while year-long celebrations are being organised for the 650th birth anniversary of Sant Guru Ravidas Ji at Khuralgarh and other historic sites.\u201d<\/p>\n

Sadak Surakhya Force and Public Welfare Initiatives<\/span><\/p>\n

CM Bhagwant Singh Mann stated, \u201cIndia\u2019s first Sadak Surakhya Force has been launched in Punjab due to which accident deaths have been reduced by 50.12 percent. More than 47,000 people have received timely assistance during road accidents.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cSeveral toll plazas across Punjab have been closed which is saving Punjabis around \u20b964 lakh every day.\u201d<\/p>\n

Martyr Honour<\/span><\/p>\n

CM Bhagwant Singh Mann also announced, \u201cThe financial assistance given to families of martyred soldiers has been increased from \u20b950 lakh to \u20b91 crore.\u201d<\/p>\n

*Responding to Opposition and Centre\u2013State Issues<\/p>\n

Responding to criticism regarding finances, CM Bhagwant Singh Mann stated, \u201cSome people had raised doubts about how funds would be managed but the Punjab Government has ensured holistic development through several initiatives.\u201d<\/p>\n

He added, \u201cThe medical college at Sangrur could have been operational by now but the SGPC created obstacles which were against the interests of the state.\u201d<\/p>\n

CM Bhagwant Singh Mann further stated, \u201cBJP governments never bother about fulfilling promises and have also ruined the future of youth through repeated paper leaks. Promises like depositing \u20b915 lakh in people\u2019s accounts and providing two crore jobs have proved to be a mirage.\u201d<\/p>\n

CM Bhagwant Singh Mann stated, \u201cThe BJP must remember that the seeds of hatred will never germinate in Punjab and the state does not need a double-engine government because a single engine is already delivering results.\u201d<\/p>\n

CM Bhagwant Singh Mann also said, \u201cThe Union Government has stalled Punjab\u2019s funds related to NHM, RDF and other schemes which is unfair and against the federal structure.\u201d<\/p>\n

He further stated, \u201cAkali leaders who do not even have leadership in their party are now patronising gangsters to distribute election tickets and are pretending ignorance about the gangster culture that flourished during their rule.\u201d<\/p>\n

He added, \u201cThose who ruined Punjab are now raising slogans of Punjab Bachao but people are well aware of their track record.\u201d<\/p>\n

CM Bhagwant Singh Mann added, \u201cCongress leaders are also cut from the same cloth as they had promoted gangsters in Punjab.\u201d<\/p>\n

Future Announcements and Major Projects<\/span><\/p>\n

Talking about upcoming initiatives, CM Bhagwant Singh Mann stated, \u201cPunjab is most likely to host the Asia Cup Hockey after a long gap. The ultra-modern stadium at Burlton Park in Jalandhar will be ready while the stadium in Mohali will also be used for the tournament.\u201d<\/p>\n

He also announced, \u201cA world-class international cricket stadium will soon be constructed in Amritsar which will boost sports and help keep youth away from drugs.\u201d<\/p>\n

CM Bhagwant Singh Mann further said, \u201cThe Punjab Government has no shortage of funds for development schemes and our competition is not with political parties but with corruption, unemployment and poverty.\u201d<\/p>\n

He also announced, \u201cTata Steel will start its operations in Punjab on March 20 which will be the company\u2019s biggest investment outside Jamshedpur.\u201d<\/p>\n
