Bhagwant Mann’s free electricity scheme benefits 90% of Punjab households with zero bills
Punjab E News: Punjab Chief Minister Bhagwant Mann’s flagship initiative to provide free electricity has emerged as a game-changer for the state, with 90% of households receiving zero electricity bills.
Announced on April 16, 2022, the scheme offers 300 units of free electricity per month, providing significant financial relief to residents while addressing long-standing issues of high utility costs.
Details of the scheme
The initiative, which took effect on July 1, 2022, allows households to consume up to 600 units of electricity bi-monthly at no cost. For FY 2023-24, the scheme accounted for a subsidy of Rs 5,590.40 crore, while an additional subsidy of Rs 3 per unit for domestic consumers using up to 7 kW brought further benefits, totaling Rs 1,643.42 crore.
Despite initial concerns over its financial viability, the Punjab State Power Corporation Limited (PSPCL) reported a profit of Rs 804.94 crore for FY 2023-24. This success is attributed to the state government’s timely payment of subsidies, which provided PSPCL with the necessary financial stability to maintain operations effectively.

The scheme has alleviated the burden of high electricity bills for millions of families, improving their quality of life. The initiative reflects the Mann government’s commitment to fulfilling its pre-poll promises and addressing public grievances over rising energy costs.
Government’s stance on continuation
Punjab Finance Minister Harpal Cheema affirmed the government’s commitment to sustaining the scheme despite financial pressures. “The free electricity scheme will continue. We are exploring ways to manage the subsidy burden without compromising public welfare,” he stated.
