Why Drug Traffickers Are Losing in Court: Inside Punjab’s Policing Model That is Delivering India’s Highest Conviction Rate for Drugs

Punjab E News (April 4): Punjab’s Yudh Nashean Virudh (war against drugs) is increasingly being defined not merely by arrests, but by a sharp rise in convictions that are standing firm in courts, signalling a decisive shift in the state’s strategy against narcotics. Backed by the Bhagwant Mann Government’s flagship campaign Yudh Nashean Virudh under the leadership of CM Bhagwant Singh Mann, enforcement agencies are now focusing on building legally robust cases that ensure traffickers are not just caught, but punished.

Police officials attribute Punjab’s remarkable conviction rate of 88% in cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, the highest in the country, to a systematic transformation in policing. This includes prosecution-led investigations, scientific evidence collection, financial tracking of drug networks, and technology-driven intelligence gathering.

According to official data, a total of 3870 convictions were secured out of 4812 NDPS cases decided by courts in 2022, reflecting a conviction rate of 80%. This rose to 81% in 2023 with 5635 convictions out of 6976 cases, and further to 85% in 2024 with 6219 convictions out of 7281 cases. In 2025, the conviction rate reached 88% with 6488 convictions out of 7373 cases. In 2026, 1634 convictions have already been secured out of 1831 NDPS cases decided so far, pushing the conviction rate to 89%, the highest in the country.

These outcomes are being driven by Yudh Nashean Virudh, which has provided strong policy direction and institutional backing to enforcement agencies, ensuring that anti-drug efforts move beyond seizures and arrests to securing time-bound convictions.

Senior police officials highlighted that the key to this success lies in a fundamental shift in policing philosophy. “The objective is not just to arrest traffickers but to make sure that they get jailed too. Our investigations are now designed to meet the highest legal standards so that cases stand strong during trial,” a senior Punjab Police officer said, adding, “Every step, from drug seizure to documentation and forensic examination, is carried out in strict compliance with NDPS procedures so that traffickers cannot escape merely on technical grounds.”

Officials pointed out that the high conviction rate is the result of multiple systemic interventions, including structured and systematic training programmes, exposure of investigating officers to best practices in states like Himachal Pradesh, implementation of a detailed Standard Operating Procedure with a 60-point investigation checklist, and the appointment of Trial Special Officers to effectively manage cases in courts.

A significant institutional collaboration has also been established with Rajeev Gandhi National University of Law, Patiala, where all Investigating Officers undergo a mandatory six-day certification training. Over 400 IOs have already been trained at the university, strengthening the quality of investigations.

Given that the NDPS Act is one of India’s most stringent criminal laws with strict procedural safeguards governing search, seizure, and evidence handling, officials emphasised that even minor lapses can weaken cases. Punjab Police, therefore, have invested heavily in training investigators in scientific investigation methods and strict chain-of-custody protocols to ensure evidence remains legally sound.

Another major factor behind the improved conviction rate has been the adoption of intelligence-led policing, supported by technology and citizen participation. Through digital platforms and anonymous tip-off systems, citizens are being encouraged to share information on drug trafficking activities, generating thousands of actionable leads and helping dismantle organised drug networks.

Authorities have also intensified financial investigations targeting the economic foundations of drug trafficking. Legal provisions are increasingly being invoked to attach and freeze properties acquired through drug money, with assets worth hundreds of crores identified and frozen in recent years.

“Drug trafficking is ultimately driven by money. By tracing financial trails and attaching illegal assets, we are dismantling the economic backbone of these networks. This also strengthens our cases in court because it establishes clear links between traffickers and organised drug trade,” the officer stated.

While thousands of NDPS cases are registered every year and tens of thousands of traffickers are arrested, officials stressed that enforcement numbers alone do not define success. “The real deterrence is conviction certainty. When traffickers realise that arrest will almost certainly lead to conviction and loss of assets, it creates a strong message that drug crime will not go unpunished,” the officer said.

Officials further noted that this broader ecosystem approach, combining enforcement, financial investigation, community intelligence, and rehabilitation, is helping disrupt both supply and demand sides of the narcotics problem. The alignment of investigators, prosecutors, and forensic systems into a coordinated framework has significantly improved the quality of cases presented in courts.

“Our approach is simple: every case must be legally sound, evidence-based and capable of standing the test of trial. The conviction rate reflects the hard work of investigators, prosecutors and the support of citizens in this fight against drugs,” the officer added.

With Punjab positioned along one of the major drug trafficking routes into India, officials believe this evolving strategy can serve as a model for other states tackling organised drug networks

“The message is clear: drug traffickers will not only be arrested but will face certain conviction and the loss of their illegal assets. That is the strongest deterrence we can create,” the officer said.

  • Raghav Chadha should explain why he is afraid to speak against the Modi Govt on issues of public interest: AAP

Raghav Chadha should explain why he is afraid to speak against the Modi Govt on issues of public interest: AAP

Action was taken against Raghav Chadha for going against party whip; such changes are made by all parties: Bhagwant Singh Mann*

Punjab E News (April 3): The Aam Aadmi Party (AAP) has declared the removal of Punjab Rajya Sabha MP Raghav Chadha from the post of deputy leader as a routine disciplinary action, while firmly pushing back against his claims. The party has directly questioned why he has consistently avoided speaking out against the BJP and the Modi Government on issues concerning the country and the party, raising serious concerns over his prolonged silence. It asserted that Raghav Chadha had repeatedly acted against the party line, citing instances such as refusing to sign the impeachment motion against the Chief Election Commissioner (CEC) and declining to speak in Parliament on the LPG crisis, in clear violation of the party whip.

The AAP further pointed out that for a considerable period, Raghav Chadha has not raised a single issue in Parliament where he has questioned the Modi Government, arguing that this pattern reflects a troubling reluctance to take on the Centre. Emphasising that AAP National Convenor Arvind Kejriwal has instilled a culture of fearless and courageous political engagement, the party underscored that such hesitation weakens both accountability and opposition politics, asking pointedly how a politics driven by fear can sustain itself.

On this, Punjab CM Bhagwant Singh Mann said that this is a decision of the party and such decisions are taken from time to time. He stated that parties keep changing their leader and deputy leader in Parliament. “When I won the election for the first time, the party made Dr. Gandhi the leader. After some time, I also became the leader of the Parliamentary Board. This is a party decision. Such small decisions keep happening. Many times, in Lok Sabha and Rajya Sabha, all opposition parties have to take decisions collectively, whether it is to walk out of the House or to oppose the policies of the government.”

“If any individual does not support these collective decisions and goes against the party line, then it is against the party whip. If anyone goes against the party whip, action will be taken,” he said.

Senior AAP leader and MP Sanjay Singh said that they are true soldiers of Arvind Kejriwal and have learnt only one thing from him: to fight and struggle with fearlessness, courage, and determination. “But it is unfortunate to say that on several issues concerning the country, when a proposal comes against the CEC, Raghav Chadha does not sign it. In West Bengal, people’s voting rights are being taken away. In Delhi, we saw how the Election Commission was misused. When it comes to Punjab’s issues, he remains silent and says nothing. He does not raise his voice against Prime Minister Narendra Modi,” he said.

The AAP MP further said that on issues related to public interest, the country, the AAP, and party workers, Raghav Chadha remains silent. “AAP workers are beaten in Gujarat, yet he does not speak. The Modi Government snatches away Punjab’s rights, yet he says nothing. When the matter of walking out of the House arises on several issues, he does not participate in the walkout. These are all questions that the country and the people want answers to from Raghav Chadha,” he added.

AAP Delhi State President Saurabh Bharadwaj said that all of them are soldiers of Arvind Kejriwal and have learnt one thing: “If you are afraid, you are finished.” He said that they are supposed to look the government in the eye and raise people’s issues. “In recent days, we have seen that anyone who raises serious issues against the government, questions it, and speaks for the people is being banned across social media platforms like X, Facebook, and YouTube. FIRs are being registered and cases are being filed,” he said.

Saurabh Bharadwaj said that the government does not care if someone does soft PR in Parliament. “A small party gets very limited time in Parliament. If someone is raising issues like samosas, it is far more important to raise the big issues of the country. Across the country, we have seen that before elections, genuine votes are cut and fake votes are created, and the government captures the system through dishonesty to win elections. The same is happening in West Bengal,” he said.

Saurabh Bharadwaj said that all opposition parties recently wanted to bring an impeachment motion against the Chief Election Commissioner, but Raghav Chadha refused to sign it. “Whenever such issues arise where the opposition walks out, you do not walk out. For a long time, I have seen that you have not raised a single issue in the House where questions were asked of Prime Minister Narendra Modi or the BJP Government. How will such politics of fear continue?” he said.

He further said that issues of Punjab must be raised. “You have been elected from Punjab, yet you hesitate to raise those issues. Recently, around 160 AAP workers in Gujarat faced FIRs under false cases and several were arrested, yet you remained silent. Many AAP leaders were in jail. Arvind Kejriwal, as Chief Minister, was arrested in a false case, yet you were not in the country and went into hiding somewhere,” he said.

The AAP Delhi Unit Chief added that real issues of the country must be raised with fearlessness and courage. “We must look the BJP in the eye and raise issues. Otherwise, your soft issues do not affect the government. In fact, the BJP has been supporting you on social media since Thursday. You should reflect on where you started and where you have reached, what the country needs, and how you can do better,” he said.

Leader of Opposition (LoP) in Delhi Assembly Atishi questioned why Raghav Chadha is so afraid of the BJP. “Why are you afraid to question the BJP? Why are you afraid to question Narendra Modi? Today, the country is going through a major crisis. Our democracy and Constitution are under threat. Right before our eyes, elections are being stolen in West Bengal through the misuse of the Election Commission, yet you are not raising questions and are afraid to speak,” she said.

Atishi said that in Delhi too, votes were wrongly deleted and fake votes were created. “The BJP workers manipulated votes and won elections dishonestly. The same is happening in West Bengal. When the Trinamool Congress and the entire opposition brought an impeachment motion against the Election Commission, Raghav Chadha refused to sign it. Did he once raise questions in Parliament about the attack on democracy in West Bengal? Did he question vote deletion or fake voter creation? Why did he not raise these questions? Is he afraid of the BJP? Is he afraid of Narendra Modi?” she said.

Atishi further said that today the biggest crisis before the common man is the LPG gas cylinder issue. “Raghav Chadha may not face difficulty as he is a Rajya Sabha MP, but a common family living in a small house or a kachchi colony with one gas connection is struggling to cook food for their children. A father is forced to choose between going to work for daily wages or standing in long queues to get a gas cylinder so that his children can have food the next day,” she said.

She added that when AAP raised the LPG issue in Punjab and Delhi Assembly and when MPs were raising the issue in Parliament, Raghav Chadha remained silent. “Was he afraid of Narendra Modi? Today, every citizen must decide whether they stand with Narendra Modi or with the Constitution and democracy,” she said.

Atishi recalled that when Arvind Kejriwal was arrested, AAP workers were on the streets fighting. “Police were lathi-charging us and dragging us away. We were detained in different police stations in Delhi, including Narela and Bawana. While we were fighting daily on the streets, Raghav Chadha was in London. He told us that he was there for an eye operation. At that time, the media questioned us repeatedly, and we defended him, saying he was not afraid. But today even I wonder, when Arvind Kejriwal was arrested, was he afraid of the BJP? Was he afraid of Narendra Modi? Did he run away to London out of fear?” she said.

The Delhi Assembly LoP added that Raghav Chadha may be afraid of Narendra Modi or of going to jail. “But we are soldiers of Arvind Kejriwal. We are not afraid of the BJP, Narendra Modi, their agencies, or jail. We will continue to raise the voice of the common people of this country. We will continue to stand for democracy. The Constitution and democracy will not be saved by fearing Narendra Modi or the BJP. Today, Raghav Chadha must decide whether he stands with the Constitution or with Narendra Modi,” she said.

AAP National Media In-Charge Anurag Dhanda said that they are soldiers of Arvind Kejriwal and fearlessness is their primary identity. “If someone is afraid of Modi, how will they fight for the country? The party gets very limited time to speak in Parliament. In that time, one can either fight to save the country or raise issues like cheaper samosas in airport canteens. Hundreds of our workers in Gujarat have been arrested by BJP’s police, did the honourable MP say anything in the House?” he said.

Anurag Dhanda further said that in West Bengal, the right to vote is being taken away. “When a proposal came in the House against the CEC, he refused to sign it. When the party walked out of the House, he remained seated to mark attendance for Modi. For the past few years, you have become afraid, Raghav. You hesitate to speak against Modi. You hesitate to raise real issues of the country. The one who is afraid is as good as finished,” he said.

Bhagwant Mann Govt creates record, 65,264 govt jobs provided in just 4 years for first time in Punjab’s history

Due to mistakes of previous govts, many youth had become overage; we gave them 5-year age relaxation: CM Bhagwant Singh Mann

Punjab E News (3 April 2026): As part of Aam Aadmi Party (AAP) government’s ‘Shandaar Chaar Saal Bhagwant Mann De Naal’ series, Punjab Chief Minister Bhagwant Singh Mann presented a comprehensive report card highlighting his government’s performance across key sectors, positioning it as a decisive shift towards transparent, accountable and people-centric governance. Setting a new benchmark in public employment and governance, the Bhagwant Mann’s government has delivered a record 65,264 government jobs in just four years, the highest ever in Punjab’s history, while extending a 5-year age relaxation to compensate for the lost opportunities caused by previous regimes.

Backed by transparent recruitment across key sectors including education, police, power, health and local bodies, the Bhagwant Mann government has positioned itself as a clean break from past practices of favouritism, asserting that jobs are now being given to common citizens without bribes or recommendations. At the same time, the rapid expansion of Digital Punjab, with 30 lakh monthly footfall at Sewa Kendras and over 8.20 crore services delivered, underscores a broader push towards transparent governance, skill development and systemic reform aimed at reshaping Punjab’s future.

    CM bhagwant mann

Presenting the report card of various departments, CM Bhagwant Singh Mann said, “Punjab is emerging as a new digital hub which has brought transparency in its functioning thereby opening new vistas of government jobs and opportunities for the youth.”

The Chief Minister highlighted that for the first time in Punjab’s history, 65,264 government jobs have been provided within four years, adding, “In Education departments 6,308 jobs have been given, in Punjab Police 12,966 jobs, in Power Department 8,765 jobs, in Health & Family Welfare and Medical Education 6,320 jobs, 5771 in Local Government Department and others.” He added, “This has checked the brain drain from the state and youth from every village, town, and city in Punjab have benefited by getting jobs.”

Emphasising transparency in recruitment, CM Bhagwant Singh Mann said, “All jobs were given purely on merit and eligibility, without any bribery or favoritism. No paper leaks occurred, and no recruitment was challenged in court.” He further stated, “Several candidates secured jobs multiple times across departments and many of them even returned from abroad to take these jobs.”

He noted that earlier recruitment processes were delayed in courts, often causing candidates to cross the age limit, adding, “Now, youth prefer preparing for government jobs instead of going to IELTS centers.”

Contrasting the present governance model with earlier regimes, CM Bhagwant Singh Mann said, “Previous governments favored their own families instead of common people but the state government has worked for the well being for all due to which around seven lakh have got jobs even in private companies.”

He added, “The Hunar Vikas Mission has been started under which five Multi-Skill Development Centers have been established in Amritsar, Bathinda, Hoshiarpur, Jalandhar, and Ludhiana.” He further stated, “In these centres 1.25 lakh youth have been trained, out of which 73,250 have been placed,” adding that MoUs have been signed with companies like Microsoft and IBM for training in AI, cybersecurity and cloud technologies.

Detailing employment initiatives, CM Bhagwant Singh Mann said, “1,799 self-employment camps helped 1,99,000 youth get loans for starting businesses and 6,724 placement camps and job fairs helped lakhs of youth to secure employment.”

He added, “Modernisation of 11 training centers and establishment of three new ones has taken place,” and further stated, “36,342 youth have been trained for Army, Navy, Air Force, and paramilitary forces, out of which 5,509 have been recruited.”

Highlighting defence training institutes, he said, “Maharaja Ranjit Singh Armed Forces Preparatory Institute has trained 218 boys, out of which 106 joined NDA and academies and 85 became commissioned officers, while Mai Bhago Armed Forces Preparatory Institute trained 199 girls, of whom 24 became commissioned officers. A new institute in Hoshiarpur will be started soon.”

Underscoring digital governance, CM Bhagwant Singh Mann said, “Punjab is moving towards becoming a Digital Punjab as 544 Sewa Kendras are providing over 465 services.” He added, “Around 30 lakh people benefit monthly from these centres, meaning one lakh people are getting benefits daily, and 82 million digital services have been delivered so far.”

He further stated, “Certificates such as birth, death and marriage are sent via SMS and WhatsApp and over one crore certificates have been delivered digitally.” He noted that the pendency rate has been drastically reduced, adding, “It has come down from 14% to just 0.52%.”

Highlighting citizen-centric initiatives, CM Bhagwant Singh Mann said, “The Bhagwant Mann Tuhade Dwar Scheme was launched in December 2023 from Ludhiana, under which citizens can avail 437 services from home via 1076 helpline.” He added, “This scheme is especially helpful for elderly and those unable to visit offices and 2.66 lakh people have benefited so far.”

On disaster relief reforms, CM Bhagwant Singh Mann said, “Punjab has introduced the first-of-its-kind Digital Flood Compensation System in the country.” He added, “Compensation has been distributed digitally in 3,700 villages, ensuring transparency and eliminating wrongful claims.”

Talking about land reforms, CM Bhagwant Singh Mann said, “Easy Registry has eliminated corruption in Tehsil offices and over six lakh documents have been registered since July 2025.” He added, “The middlemen system has been removed and registration can now be done online with a single click.”

He further stated, “Sub-Registrar can raise objections within 48 hours and higher authorities can review them, while people can register property from any Sub-Registrar office in the district and receive real-time updates via WhatsApp.” He added, “Complaint options for bribery and ‘Draft My Deed’ feature have also been provided.”

Highlighting transport reforms, CM Bhagwant Singh Mann said, “Faceless RTO Services have been introduced for the first time in Punjab, marking a major digital transformation.” He added, “Now there is no need to visit RTO offices as 56 services including license and RC have been made fully faceless and are available via 1076 and Sewa Kendras, benefiting 25,236 people so far.”

Reiterating the government’s anti-corruption stance, CM Bhagwant Singh Mann said, “The state government has adopted a zero tolerance policy against corruption and Anti-Corruption Action Line was launched on March 23, 2022.”

He added, “12,218 complaints were received, of which 10,820 were sent to departments and 1,398 to the Vigilance Bureau.” He further stated, “275 FIRs have been registered and 341 accused arrested, including 16 gazetted officers, 161 government employees, 88 police personnel and 77 civilians.” He added, “The Vigilance Bureau has conducted 487 raids and registered 534 cases against 1,215 accused.”

Giving further details, CM Bhagwant Singh Mann said, “Investigations are underway against 357 individuals including 112 gazetted officers, 162 government employees and 83 private individuals.” He added, “143 cases have resulted in convictions and several officials have been dismissed from service.” He asserted, “This is only a report card of four years and work for public welfare will continue in the coming time too.”

Responding to a query, CM Bhagwant Singh Mann said, “It is a paradoxical situation that Nehru is responsible for everything bad that has taken place in the country, Arvind Kejriwal for Delhi and I for Punjab and Chandigarh.” He added, “BJP is running away from its responsibility by shifting this onus to political rivals, whereas from ₹15 lakh promise to MSP, nothing has been delivered.” He asserted, “BJP should not evade responsibility by playing word games and using stooges to target opponents.”

On farmer welfare, CM Bhagwant Singh Mann said, “The government is exploring the feasibility of putting high tension wires passing through farmers’ land underground.” He added, “This ambitious scheme will be implemented soon to benefit farmers and reduce risks to crops.” He further stated, “The project will begin from my native village where 413 tube wells and 1,100 electricity poles exist across 2,000 acres, and work to shift them underground will start soon.”

On the upcoming legislative agenda, CM Bhagwant Singh Mann said, “A special Assembly session has been convened on the occasion of Vaisakhi to amend the Jagat Jot Sri Guru Granth Sahib Satkar Act, 2008.” He added, “Anyone attempting sacrilege will face strict punishment ranging from a minimum of 10 years to life imprisonment.” He noted that consultations are underway with Sant Samaj and legal experts regarding the proposed amendments.

Har Shukarvar Dengue Te Vaar 2026: Punjab Intensifies Ground-Level Action for Disease-Free Monsoon

Punjab E News (April 3): In a decisive move to safeguard public health ahead of the high-transmission season, Health and Family Welfare Minister Dr Balbir Singh and Finance and Transport Minister Harpal Singh Cheema jointly chaired a high-level State Task Force meeting, to prepare a unified response against vector-borne, water-borne, and zoonotic diseases across the state.

Addressing a diverse assembly of stakeholder departments, Health Minister Dr Balbir Singh emphasized that the battle against diseases like Dengue, Malaria, Chikanguniya, Rabies and Leptospirosis requires a “One Health” approach, integrating human, animal, and environmental health strategies. He highlighted that the state has significantly bolstered its diagnostic infrastructure, now offering free ELISA testing for Dengue and Chikungunya at 47 Sentinel Surveillance Hospitals and extending Malaria RDT and Dengue testing to all Aam Aadmi Clinics.

While reviewing the departmental contributions, Dr Balbir Singh lauded the Health Department for its consistent efforts in reducing the Dengue burden from 23,389 confirmed cases in 2021 to just 4,981 in 2025, while related deaths dropped from 55 to just 8 in the same period. The Minister stated that the significant drop in mortality and morbidity is a testament to the department’s proactive house-to-house surveillance and the strategic deployment of 15 million visits during the last transmission season.

The Health Minister issued a stern directive to all departments to ensure that the “Har Shukarvaar Dengue Te Vaar” campaign—running every Friday from 8:00 AM to 9:00 AM—becomes a mass movement involving students and teachers in identifying and eliminating breeding sites like stagnant water in coolers, flower pots, and overhead tanks. Punjab Accelerates Urban Transformation with Record Revenues, 1,300 Cr Road Works, and Major Civic Reforms

Chandigarh News  (3 April 2026): Cabinet Minister for Local Government, Industries & Commerce, Investment Promotion and Power, Sanjeev Arora, today announced a series of major initiatives and reforms aimed at strengthening urban infrastructure, improving service delivery, and enhancing ease of living for citizens across Punjab.

Highlighting public relief measures, the Minister informed that the One Time Settlement (OTS) Scheme for Improvement Trusts has been reintroduced till April 30, 2026, offering a rebate of around 50% on Non-Construction Fee (NCF), providing significant financial relief to property owners.

In a major achievement, house tax collection for FY 2025–26 has reached ₹600 crore, up from ₹500 crore in FY 2024–25, reflecting improved efficiency, transparency, and better compliance in urban local bodies.

Giving a boost to urban infrastructure, the Minister stated that 2,120 kilometres of roads are being taken up across Municipal Corporations and Councils at a cost of ₹1,300 crore, with completion targeted by end of May 2026. Special emphasis is being laid on ensuring pothole-free roads before the monsoon, using the latest technology for durable repairs.

In a major ease-of-doing-business reform, the building plan approval process has been simplified. Files will now be submitted to the Commissioner only once instead of twice, significantly reducing processing time. Further, STP approvals will now be required only for plots of half an acre and above, instead of the earlier limit of 500 square yards.
To further expedite approvals, a single-window committee system has been introduced at the district and head office level, ensuring that all concerned officers grant approvals in one go, thereby eliminating delays.

Strengthening emergency response systems, the Government is undertaking modernisation of fire services with an investment of ₹131 crore, including procurement of advanced fire tenders and establishment of 13 new fire stations across the state.

The Minister also informed that desilting of the entire sewerage network is being undertaken on priority and will be completed before the onset of the monsoon. Wherever feasible, super suction machines are being deployed, with 9 specialised vendors engaged for the task.

Further, sewerage projects worth ₹450 crore have already been allotted across the state for FY 2025–26 and will be completed within the current financial year. Additionally, projects worth ₹700 crore will be allotted in the current quarter.

On water management, works worth ₹700 crore were allotted in FY 2025–26 for surface water projects, aimed at conserving groundwater and ensuring the supply of clean drinking water. Moreover, 30 Water Treatment Plants (WTPs) worth approximately ₹800 crore will be allotted in the current quarter.

Emphasising the Government’s commitment, Cabinet Minister Sanjeev Arora said,
“Punjab is witnessing a new phase of urban transformation. From large-scale infrastructure development to simplifying approvals and improving civic services, every initiative is focused on delivering better facilities, faster services, and a higher quality of life for our citizens.”

Shift from free power to cash incentives needed to save groundwater in Punjab: experts

Chandigarh: Experts have suggested replacing free electricity for agriculture with direct cash incentives to farmers on a per-hectare basis to curb excessive groundwater extraction in Punjab.

The recommendations were made during a high-level discussion organised by the Chandigarh Citizens Foundation on promoting diversification for sustainable and high-income agriculture in Punjab and Haryana.

Participants, including policymakers, academicians and agricultural experts, stressed the need to move towards contract farming and balance crop cycles with market-oriented crops to address the ongoing agrarian crisis.

They highlighted that existing measures for crop diversification have not yielded adequate results and called for a shift away from water-intensive wheat-paddy cycles.

NITI Aayog member Dr Ramesh Chand said farmers should be encouraged to diversify towards crops such as mustard, cotton and maize, along with horticulture, to improve profitability.

Experts also recommended introducing a crop insurance policy in Punjab to mitigate risks from climate change and natural disasters, which have increasingly impacted agricultural output.

They suggested that shifting even 10% of paddy cultivation to alternative crops over the next decade could help achieve an annual agricultural growth rate of 3.4%.

The discussion also emphasised the need to develop dedicated zones for fruits and vegetables and to establish a price stabilisation fund in Punjab on the lines of Haryana.
