Punjab chief secretary issued contempt notice over delay in clearing DA arrears

Chandigarh: The Punjab and Haryana high court on Tuesday issued a show-cause notice to Punjab chief secretary KAP Sinha over the alleged continued non-compliance with time-bound orders for releasing dearness allowance (DA) arrears to government employees and pensioners.

The court asked Sinha to explain why contempt proceedings should not be initiated against him for what it described as the prima facie wilful disobedience of judicial orders.

Hearing a contempt petition, Justice Harsh Bunger observed that the Punjab government and Punjab State Power Corporation Limited (PSPCL) had been given several opportunities to comply with the directions.

However, the continued failure to follow clear and binding orders issued by a high court division bench appeared, at first glance, to indicate deliberate non-compliance, the court observed.

The chief secretary, who was present during the hearing, was directed to file his response by November 13 and provide an advance copy to the counsel for the opposing party.

The court also ordered him to appear personally at the next hearing on November 17 at noon.
