India revises passport fees, new rates to take effect from July 1, 2026

New Delhi: The Ministry of External Affairs has revised passport fees by amending the Passport Rules, with the new fee structure set to come into effect from July 1, 2026. The revised rates have been notified under the Passport (Amendment) Rules, 2026, replacing Schedule IV of the Passport Rules, 1980.

Under the revised rules, children up to eight years of age and senior citizens aged 60 years and above will receive a 10 per cent concession on fees for fresh passport applications submitted within India. The concession will apply only to first-time passport applications and will not be available for passport re-issue or renewal. The government said the move is intended to provide financial relief to families applying for their children’s first passports and senior citizens seeking passports for the first time.

For applicants aged 18 years and above, as well as minors aged 15 to 18 applying under the adult category, the fee for a fresh or re-issued 36-page passport will be Rs 2,500 under the normal scheme and Rs 5,000 under the Tatkaal scheme in India. For Indian applicants residing abroad, the charges will be USD 125 and USD 250, respectively.

A 60-page passport will cost Rs 3,500 under the normal category and Rs 6,000 under Tatkaal within India. Overseas applicants will have to pay USD 175 and USD 300, respectively.

In case of a lost or damaged 36-page passport, the replacement fee has been fixed at Rs 5,000 under the normal category and Rs 7,500 under Tatkaal in India. The corresponding charges for applicants abroad will be USD 250 and USD 375. For a lost or damaged 60-page passport, the fee will be Rs 6,000 under the normal category and Rs 8,500 under Tatkaal in India, while overseas applicants will be charged USD 300 and USD 425, respectively.

For applicants below the age of 18, the fee for a fresh or re-issued 36-page passport has been fixed at Rs 1,750 under the normal scheme and Rs 4,250 under Tatkaal in India. Indian citizens applying from abroad will pay USD 90 and USD 215, respectively. If a minor’s passport is lost or damaged, the replacement fee will be Rs 4,250 under the normal category and Rs 6,750 under Tatkaal in India, while applicants abroad will pay USD 215 and USD 340.

The notification also revises fees for other passport-related services. Emergency Certificates issued to Indian citizens abroad will cost USD 15, with no Tatkaal facility available. Certificates of Identity will cost Rs 1,000 in India and USD 50 abroad. Police Clearance Certificates, Surrender Certificates, Global Entry Programme verification and other passport-related certificates will be charged Rs 750 in India and USD 40 abroad, with no Tatkaal service for these categories.

The revised rules retain the maximum validity of 10 years for passports issued to adults. Passports issued to minors will remain valid for five years or until the holder attains the age of 18 years, whichever is earlier.

The Ministry said the revised fee structure will apply to all passport applications submitted on or after July 1, 2026. The Passport Rules, 1980 have been amended periodically to meet administrative and financial requirements, with the previous amendment having been notified in February 2025.
