FIR registered in Haryana IPS officer’s suicide case; DGP and SP under scrutiny

Chandigarh: On the third day after the suicide of Haryana senior IPS officer Y Puran Kumar, Chandigarh Police registered an FIR late Thursday evening. FIR number 156 was lodged at Sector-11 police station under Sections 108, 3(5) of the Bharat Nyaya Sanhita (BNS) and Section 3(1)(r) of the SC/ST Act.

Chandigarh Police SSP Kanwardeep Kaur said the complaint was filed by Puran Kumar’s wife and Haryana senior IAS officer Amneet P. Kumar, citing the officer’s suicide note. A case under the SC/ST Act for abetment to suicide has been registered, and those named in the suicide note have been made accused. The FIR copy will be made public soon.

In his suicide note, Puran Kumar blamed 15 IAS and IPS officers of Haryana and made serious allegations against Haryana DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarnia.

Following the incident, the Haryana government is considering removing DGP Kapoor and SP Bijarnia. Amneet P. Kumar had immediately demanded their arrest in the FIR filed with Chandigarh Police.

On Thursday, when CM Nayab Saini visited, Amneet P. Kumar insisted on registering FIRs against the DGP, Rohtak SP, and all officers named in the suicide note. CM Saini requested time until 5 pm, after which a high-level meeting was held at the CM’s residence with Chief Secretary Anurag Rastogi, DGP Kapoor, and Minister Krishan Lal Panwar. DGP Kapoor left the meeting without speaking to the media.

Sources said OP Singh may be appointed as Haryana’s new DGP, with orders possibly issued late Thursday night. Meanwhile, the National Commission for Scheduled Castes (NCSC) has taken cognizance of the case and issued a notice to the Chief Secretary and DGP to submit a report within seven days, warning that failure to respond could lead to summons.

Puran Kumar’s postmortem has not been conducted even on the third day. His body remains in the mortuary of the Government Hospital, Sector-16, Chandigarh.
